- Shipping Instructions Technical Specifications Request for Proposal Document The Washington Metropolitan Area Transit Authority (WMATA) is soliciting fiberglass contact rail insulators. These fiberglass contract rail insulators have been designed and installed in the Washington Metrorail system as part of the third rail system and are a means to support the conductor rail for the purpose of providing electric traction power to railway trains. WMATA intends to award a contract for a Base Period of three (3) years and two (2) one year option periods. All questions concerning the terms, conditions, and requirements of this Request for Proposal must be received by the Contract Administrator, Cindy D. Smith, cdsmith1@wmata.com, in writing no later than March 10, 2014. WMATA will provide written answers, by e-mail to all those who obtain the RFP and provide their e-mail addresses.
