- TYPE: Sources Sought TITLE: Simulator Console Operator (SCO) NAICS: 611512, Flight Training The 16th Training Squadron and the 49th Contracting Squadron (49 CONS) are currently seeking sources for a service requirement for Simulator Console Operator services at Holloman AFB, NM. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict 49 CONS to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by 49 CONS to determine potential sources capable of fulfilling all requirements associated with Simulator Console Operator services on Holloman Air Force Base (HAFB). DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain MQ-1/9 training requirements. The contractor shall provide one Lead Simulator Console Operator, two Tactical Scenario Programmer's, 15 Simulator Console Operators, three Administrative Support for Flight Training Program, and three Administrative Support for Standardization and Evaluation personnel. The primary duty of a Simulator Console Operator (SCO) is to provide real time Predator Mission Aircrew Training System (PMATS) support to on-going simulator missions, including EPE's, Launch and Recovery, CT, regular syllabus missions, student practice missions, debriefs and VIP and/or guest demonstrations. The SCO shall be responsible for loading the appropriately scheduled missions ahead of the arrival of the instructor and student crew scheduled for the simulator. A SCO shall maintain an immediate presence during the conduct of the mission in order to provide real-time tactical adjustments as directed by the instructor or CT crew. The SCO shall provide troubleshooting assistance for maintenance or programming issues that may occur. The SCO shall also maintain the time-use log for the PMATS and maintain a daily log of simulator discrepancies for coordination with the PMATS manufacturer's representatives on site. Based on the daily simulator schedule, SCOs will support a maximum of up to 24 events per day to include up to 92 hours of direct SCO support. With prior coordination by approximately 1400 the day prior, SCOs will support surge requirements of a maximum of up to 30 events per day not to exceed 2 days and followed by 2 days of no more than 22 events. Also, as part of normal non-surge operations, tactical programmers can augment SCOs to cover an additional 3 events per day (27 events total) if trained, available and requested to do so by 16 TRS/DO. The contractor will maintain the ability to support up to 9 concurrent simulators. The contractor may choose to augment SCOs with tactical programmers to support 9 concurrent simulators when required by the daily schedule. Unless tactical programmers are providing SCO support as part of a surge or per 16 TRS/DO request (more than 26 events in a day). During a surge or per 16 TRS/DO request, tactical programmers performing as SCOs will count towards their primary support hours. Tactical Simulator Programmer's primary duties are to ensure the PMATS is programmed with tactical and emergency situation scenarios. The scenarios for the tactical simulator programmers to build will be provided by the government, and will be accepted by the appropriate military subject matter expert (SME). The tactical simulator programmer will be responsible for loading all applicable maps into both the tracker and falcon-view (or Zeus) systems, as applicable. Tactical simulator programmers may be trained and qualified to perform as SCOs at the discretion of the contractor. If trained, the programmers may perform as SCOs, as part of a surge when requested by 16 TRS/DO or per the contractor's discretion. Administrative Support, Flight Training Program-flying squadron(s). The primary duty is to provide administrative support to each of the flying squadrons' training programs. Administrative Support, Standardization and Evaluation (Stan/Eval) Program-Flying Squadron. The primary duty is to provide administrative support to each of the flying squadrons' Stan/Eval shops. Administrative Specialist(s), Training Squadron. The primary duty is to provide administrative support to PMATS programs and squadron technical programs.
