Description
This is a combined solicitation/synopsis for commercial items with the intent to award IAW FAR 13.106-1(b)(1) on a sole source basis to Abbott Vascular, a division of Abbot Laboratories, (hereafter Abbott) at: 3200 Lakeside Drive, Santa Clara, CA 95054. This sole source is based on Abbott holding patent on salient characteristics on its products. This solicitation is set forth unrestricted. All responsible sources may submit a bid in the form of a capability statement, proposal or quotation. All bids will be considered by the Agency. It is however the sole discretion of the Government not to compete based upon the responses to this notice. Normally, information received will only be considered for the purpose of determining whether to conduct a competitive procurement. Paper copies of this solicitation will not be available. The closing date for submitting proposals is February 28, 2014 at 12:00PM, Pacific Standard Time. This announcement constitutes the only request for quotations. No further solicitation will be issued. The solicitation number is N00259-14-T-0099. This solicitation incorporates provisions and clauses that are in effect through FAC 2005-72. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following web address: http://acquisition.gov. The North American Industry Classification System (NAICS) Code for this acquisition is 339112; Size: 500. Catheters must be the longest length in known industry standards. 3. Balloon Catheters must be milt-layered CrossFlex balloons. 4. Dilation Catheters' guide wire must conform through resistant lesions and plaque. 5. Dilation Catheters must be available in sizes as small as 1.20 mm. 6. Stents must be Cobal Chromium. 7. Delivery by March 3, 2014 must be met on this urgent and compelling requirement. The following factors shall be used to evaluate offers: 1) Technical capability (adherence to salient characteristics as described herein); 2) Delivery Schedule (requirement date is March 03, 2014); and 4) Price. When combined, technical capability and Delivery outweigh price as an evaluation factor. Other qualifications that must be met in order to be considered: 1. The Government will only consider firm fixed-price quotations. 2. Offerors must complete and submit quotations IAW FAR provision 52.212-3. 3.
