- A blank copy of the Standard Form 330,Architect-Engineer Qualifications, which is referred to in this notice is included here for reference and use by interested firms. THIS IS A SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified business contractors (including small business and small disadvantaged businesses such as HubZone Certified, 8(a) Certified, Service-Disabled Veteran Owned and Women-Owned, etc.) with the capabilities listed below in order to supplement its in-house staff by contracting for professional Architect/Engineering Services located in the Pacific Rim Region. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Qualifications (RFQ). The Government is not obligated and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. GSA is in the process of determining the availability, adequacy, and capabilities of potential businesses prior to issuing a RFQ for an Architect/Engineering (A/E) Contractor for a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this effort must be able to demonstrate experience as an A/E Contractor with experience in building investigations, strategic planning, schematic design, design development, construction documents, construction observation, peer review services, code compliance services, and providing studies or reports, as well as working with consultants in the following disciplines: Engineering, life safety, hazardous materials (HazMat), elevator safety, historic preservation, and materials conservation. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) code 541310, Architectural Services. The small business size standard for NAICS code 541310 is $7,000,000.00 in average annual receipts over the past three (3) years. If you are an interested business, please provide a written letter of interest and the documentation requested below. All information is subject to verification. Additional information may be requested to substantiate responses. 1) Please provide proof (i.e. DUNS number, System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc.) that your firm is a small business in accordance with NAICS code 541310 (average annual receipts less than $7,000,000.00 for the past three (3) years). If your firm is not a small business, as defined above, please provide proof (i.e. DUNS number, SAM profile) that your firm is a is a responsible contractor which is registered to do business with the Federal Government and has no delinquent tax debt. 2) Is your firm an 8(a), Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Small Business, or Veteran-Owned Small Business? (For additional information on small business concerns visit www.sba.gov.) 3) One (1) copy of the Standard Form (SF) 330 Architect-Engineer Qualifications, Part II, and a completed, current SF330 for each proposed consultant. Interested firms with more than one (1) office must indicate on their SF 330 the staffing composition of the office in which the work would be preformed. Each response will be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only.
