Description
The Department of the Interior, U.S. Geological Survey (USGS), Astrogeology Science Center (ASC)has a requirement to purchase (9) nine, 24" diameter, internal-illumination digital video globes with hardware/software necessary for projecting and displaying global digital data sets at 1024 x 768 resolution. The internal-illumination, digital video globe is a data projection system that allows for global digital data to be presented easily and accurately on a self-contained system that does not require large facility space or calibration support. The requested products appear to be uniquely provided by the company Global Imagination. Requirements mandate that the projection system be internal illumination only, as opposed to a system of external projectors. The mandate for internal-illumination stems from the fact that facilities in the RPIF (Regional Planetary Image Facility) Network lacks the physical space to accommodate external projectors. Globes are meant to be portable such that they can be taken to public outreach events. External projection systems are not reasonably portable. Hardware and software required for interfacing with the digital globes is proprietary and can only be obtained from vendor Global Imagination. Their support system makes it possible to project, display, animate, and manipulate global digital data sets of all planets in the Solar System, at a minimum resolution of 1024 x 768. USGS Astrogeology Science Center develops for NASA planetary global digital data products which these products will allow for ingesting and proper presentation, for public understanding and data accessibility of dynamic global and planetary systems. The Government intends to negotiate on a noncompetitive basis with Global Imagination, the manufacturer of the Magic Planet Digital Globe in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Other interested concerns having the ability to furnish this digital video globe for projecting and displaying digital data sets may submit a capabilities statement to the Contracting Officer via email at ccabalsi@usgs.gov no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming Request for Quote (G14PS00206) will be made available through the GPE on or about March 4, 2014 whether or not competitive opportunities have been identified. All responses must be in writing, by email, to the Contracting Officer.
