- 1. Position Title: Food for Peace Specialist 2. Market Value: GS-11 Equivalent ($50,790 to $66,027). Final compensation will be based upon the candidate past salary history. 3.Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract with three one year options. 5. A contractor is required to serve as Food for Peace (FFP) Specialist responsible for guiding food aid programming and monitor and evaluate the effectiveness and efficiency of the assistance provided under the Title II food aid program in Uganda. 6. Education: Bachelor's degree plus at least five (5) years of progressively responsible experience in international development or relief (one of which must be related to food aid); OR Master's degree with significant study in a pertinent field (including, but not limited to international relations, agriculture, economics, public health,) plus at least two (2) years of progressively responsible experience in international development or relief (one of which must be related to food aid); Experience working on development or relief issues in developing countries with knowledge of food security, humanitarian assistance or P. L. 480 Title II rules and regulations. Basic computer skills, to include knowledge of Microsoft Word and Excel, e-mail, and the internet. -Excellent English reading and writing. AND U.S. CITIZEN or RESIDENT ALIEN-RESIDING IN UGANDA. 7. Applicants who meet the minimum qualifications and selective factors will be further evaluated based on the Quality Ranking Factors (QRF) listed below. Applicants are strongly encouraged to address each of the factors on a separate sheet describing specifically and accurately what experience, training, and/or education that are relevant to each factor. QRF 1. Professional Experience - 50 points (a) Knowledge and experience with international development and relief (20 pts) (b) Knowledge and experience with Title II food aid programs (20 pts) (c) Technical expertise in a related field, such as nutrition, health, economics (10 pts) QRF 2. Program Management - 30 points (a) Ability to manage programs, including programmatic and financial issues (10 pts) (b) Ability to monitor and evaluate programs (10 pts) (c) Ability to review, evaluate and apply complex policies and regulations (10 pts) QRF 3. Interpersonal and Communications Skills - 20 points (a) Ability to provide, concise, accurate reporting, verbally and in writing (10 points) (b) Ability to work effectively as a team member in diverse cultures (10 points) 8. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: USAID Uganda seeks to hire a qualified individual to serve as FFP Specialist. S/he will ensure effective management of FFP resources in Uganda and engage in direct activity monitoring (including travel) approximately 40% of the time. Major duties and responsibilities: The FFP Specialist will undertake the following duties: 1. Serve as primary point of contact and technical advisor for all issues pertaining to Title II emergency food aid in Uganda for the USAID/Mission, USAID/Washington, other parts of the U.S. Government, POVs, international organizations, host country ministries, agencies, and others in Uganda. 2. Serve as primary point of contact for all issues pertaining to International Food Relief Partnership food aid in Uganda for the USAID/Mission, USAID/Washington, other parts of the U.S. Government, POVs, international organizations, host country ministries, agencies, and others in Uganda. 3. Monitor and report on implementation of ongoing Title II programs, including performance of grantees, progress towards meeting objectives, problems encountered and commodity management, including following up on the status of commodity losses and claims. 4. Provide information and guidance to Title II assistance award recipients on Title II regulations, policies and procedures. 5. Report on all food security issues, to include changes in the food security and food aid requirements, government policies, and actions affecting food aid programs, government food aid programs, and donor pledges and programs. 6. Coordinate with the U.S. Government Country Team, host government, PVOs, international organizations, donors, and others to address issues impacting Title II food aid. 7. Undertake and report on assessments to inform Title II food aid funding decisions or modifications to ongoing programs. 8. Work with other parts of the U.S. government and other donors to promote integration of food aid with other programs to increase the effectiveness of the programs overall.
