- The US Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the Night Vision & Electronic Sensors Directorate (NVESD) intends to negotiate with Teledyne Scientific & Imaging, 1049 Camino Dos Rios, Thousand Oaks, CA 91360, on a sole source basis. Under the proposed action, the contractor shall further refine and demonstrate superlattice focal plane arrays FPAs. This effort is a continuation of Contract W909MY-11-C-0026, which was competitively awarded in support of the Vital Infrared Sensor Technology Acceleration (VISTA) Program's scientific study and experimentation directed toward advancing infrared technologies and sensing capabilities. As part of on the Phase II effort for VISTA, the contractor shall complete the development and improve producibility of antimony-based III-V FPAs. The contractor will optimize detector design with increased quantum efficiency (QE) and decreased dark current density. It has been determined that Teledyne is the only One Responsible Source and no other suppliers or services will satisfy Agency requirements. The estimated period of performance is twenty-one (21) months. Award is anticipated to be made no later than 30 April 2014. The resultant contract will be Cost-Plus Fixed-Fee (CPFF). It has been determined that Teledyne Scientific & Imaging is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible and interested sources may submit a proposal which will be considered. Potential sources may submit a quote or research and development capability statement to demonstrate they can successfully perform the effort which will be considered by the agency. All proposals received within 45 days of the date of this announcement will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via e-mail to ACC-APG, Belvoir Division to Tony D. Adams, Contract Specialist, at tony.d.adams10.civ@mail.mil with a copy to Patricia Davis, Contracting Officer, at jean.p.davis2.civ@mail.mil. The subject of the mail message shall be: quote mark W909MY-14-R-C011, Your Company's Name quote mark. No telephonic inquiries or requests will be honored. Acknowledgement of receipts will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government and may not be publicized. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
