- Capability Chart Questions and description of equipment needed, ranging from Generators to Forklifts This is a Request for Information (RFI). The Federal Emergency Management Agency (FEMA), Office of the Chief Procurement Officer is conducting market research and requests input from industry to assist in requirements planning. The information requested by this RFI will be used within FEMA to facilitate the decision making process and acquisition planning. This RFI is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for any particular small business designation. All are encouraged to respond to this RFI (e.g. SDVOSB, HUB Zone, 8(a), SDB, WOSB, VOSB, etc.). Details on the items required are included in the on page 2 of Attachment 1: Questions and Description. The purpose of this RFI is to: (1) Gather vendor capabilities, (2) Solicit industry comments to the description on page 2 of attachment 1, and (3) Invite vendors to meet with FEMA to discuss comments and best business practices. Please note that participation in this RFI is optional, and not mandatory or necessary for participation as an offeror in a later related solicitation for this requirement. Any information submitted by respondents to this RFI is strictly voluntary. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Answers to questions, completed Capabilities Charts and Comments shall be emailed no later than 12:00pm EST on Tuesday, March 11, 2014 to Contract Specialist Keith Harding at Keith.Harding@fema.dhs.gov and Contracting Officer, Armetia Cato at Armetia.Cato@fema.dhs.gov. Teleconference Meetings FEMA is also interested in meeting with potential offerors individually to further discuss this requirement, and vendor capabilities. Teleconferences will be scheduled March 13-14, 2014. Meetings will last no more than 30 minutes in length. A maximum of ten (10) minutes will be allotted towards discussing vendor capabilities, while the remainder of the time will be allotted for discussing comments regarding this requirement, commercial best practices, and industry standards. A limited number of meetings will be held March 13-14, 2014 beginning at 10:00 am each day and will be assigned on a first come first serve basis. Please email Keith.Harding@fema.dhs.gov and Armetia.Cato@fema.dhs.gov to request a meeting as soon as possible (do not wait for the RFI deadline to request a meeting). In your request, please include your preferred date and time of day. The Government will provide notice of those approved based on time of receipt of request, but no later than 12:00pm EST Tuesday, March 11, 2014. Late requests may not be accepted. PLEASE NOTE: OUR PRIMARY FOCUS IS FEEDBACK TO OUR SPECIFIC REQUIREMENT. THE CAPABILITIES PORTION WILL BE BRIEF. YOU ARE WELCOME TO SUBMIT BROCHURES.
