Description
This is a Notice of Intent to make a Sole Source award under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Other Then Full and Open Competition, to Planmeca U.S.A Incorporated for the purchase of a comprehensive digital dental solution, as provided by the US Army Dental Command. The device to be purchased will be the Planmeca PROMAX S3 Digital Panoramic X-ray system. The Planmeca PROMAX S3 Digital Panoramic X-ray system is fully compatible with the needs of UT MEDCOM. National Guard Bureau's Chief Dental Officer, COL April Snyder has directed all 54 territories to purchase this system. The US Army Dental Command (DENCOM) has a Government off the shelf software used to manage all of the current radiography equipment, thus eliminating the requirement for proprietary vendor specific and costly software. Planmeca intra oral and extra oral devices integrate best with DENCOM's software, thus reducing the requirement for additional and costly programming, development and data management. Additionally, the DENCOM D-DINPACS PM, Mr Jeffrey Ribanic is concerned with standardization of hardware across the DENCOM - ease of use, medical maintenance, sustainment, warranties and end user interfaces. DENCOM has purchased and deployed the Planmeca PROMAX digital panoramic machine to over 143 dental treatment clinics thus far from FY05 to present date - thus standardizing the entire user interface, standardizing the medical maintenance and providing diagnostic capabilities equal to any other vendor. This will be the only notice of the Government's intent to solicit and negotiate with one source in accordance with FAR 6.302-1. Certified firms having the ability to provide this product capability should notify Shan Grimmius in writing via e-mail at shan.r.grimmius.mil@mail.mil by 4:30 p.m. Mountain Standard Time on 13 March 2014. All responses from qualified sources will be fully considered and responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No extensions will be granted.
