Description
This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within NAVFAC Washington to facilitate the decision making process. This is a survey of the market of potential eligible Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB). Based upon this survey, a decision will be made whether to issue the proposed solicitation for the types of firms indicated above or to issue as full and open competition (unrestricted). This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. NAVFAC Washington is seeking eligible Small Businesses, SBA certified 8(a)s, SBA certified HUB Zones, SBA certified SDVOSBs, SBA certified WOSBs, and SBA certified EDWOSBs with current relevant experience with Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, appropriate and sufficient personnel, and the capability to perform a variety of roofing work. Work perform may include new work, additions, alterations, maintenance, and repairs. Other incidental types of work including, but not limited to, demolition, preparation of technical reports, engineering investigations, engineered analysis, removal and control of hazardous materials such as asbestos and lead paint, water damage assessments and solutions (including infrared camera studies) and roof drainage systems as required for roof repair and replacement projects are also included in the scope of work. Roofing services including other incidental type work associated with roof repair and replacement may be ordered for industrial, commercial, and residential locations indicated within each task order. The work requires roofing services including repair, alteration and installation of new roofing for facilities within the Naval Facilities Engineering Command (NAVFAC) Washington, Area of Responsibility (AOR) in accordance with fixed-price individual Task Orders issued under the basic contract. The NAVFAC Washington AOR includes naval facilities in Maryland, Northern Virginia and Washington, DC. The contractor may also, on occasion, be tasked to provide services described herein to any DoD or other Federal agency located in the Continental United States (CONUS). The Contractor shall provide all labor, materials, tools, equipment, supervision, management and transportation required for the roofing services at the various sites in accordance with the contract requirements. NAICS code is 238160-Roofing Contractors with a small business size standard of $14 million. The Government contemplates one (1) contract award resulting from this solicitation, with the work ordered and administered by any of eleven (11) activities' administration offices throughout the Area of Responsibility of NAVFAC Washington. The proposed contract will be for a base period of one year and four (4) one-year renewable options, resulting in the contract performance period of a maximum of 5 years. The estimated total contract price for the base year and four (4) option years combined is $60,000,000. It is requested that interested sources submit to the Contracting Office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the requested services identified in this this sources sought announcement by submitting the following information: 1. Contractor Information: Provide the name and address of your firm, including the firm's point of contact information. Provide information on the firm's profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. 2. Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, SBA certified WOSB, and/or SBA Certified EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3. Bonding Capacity: Provide your surety's name, your maximum bonding capacity per individual project, your maximum bonding capacity, and your current bonding capacity. 4. Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under this NAICS as indicated in this announcement with a cost range of $2,500 to $2,000,000. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work (functions, quantities, square footage, roofing systems used) ; type of contract (IDIQ or other); a narrative description of the roofing work provided by your firm (including a brief description on how the referenced contract relates to the technical services described herein) ; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. 5. Additional information: If the project submitted was for general construction, state which percentage of the total work performed was for roofing.
