- The U.S. Geological Survey (USGS), Earthquake Science Center (ESC), requires the professional, non-personal services of a contractor to determine the suitability of seismic data for inclusion in the USGS database of global crustal structure and subsequently mining it and adding it to the database. Since the early 1990s USGS has been building a database of measurements of the Earths crust. The input data are derived from USGS research efforts and from published reports by others. This database is entitled the USGS Global Seismic profiles Catalog (GSC) and contains numerical values regarding the seismic crustal structure derived from field surveys. The GSC is intended to be comprehensive, and is continuously being updated and expanded as fiscal resources allow. At present, the database contains over 13,000 one-dimensional P-wave and S-wave profiles, making it the largest seismic profile catalog in existence. The Nuclear Regulatory Commission (NRC) has requested that additional data be added to this seismic database to assess seismic hazards at power plants in the Central and Eastern United States, and has provided funds for a contractor to carry out this work. This contractor would assist us in culling suitable data from hundreds of published scientific papers, and mining the raw data for inclusion into the database. To fulfill this requirement, the USGS intends to contract noncompetitively with Dr. Gary S. Chulick. Dr. Chulick has a unique combination of education and experience necessary to advance this project. He has worked with the USGS (during his summer and winter breaks from teaching at various Universities) nearly since the inception of this database, generally as an invited visiting scientist, meaning unpaid but with travel expenses reimbursed. In fact, during that time Dr. Chulick developed the techniques involved in mining the one-dimensional data points from the published literature and properly interpreting them for inclusion into the GSC database. Due to his educational background and experience, Dr. Chulick is the only source reasonably available to assist USGS is fulfilling our commitment to the NRC. Quotations are not being solicited at this time, and this will be the only public notice of this action. Other interested parties believing they have the capability to perform this work should submit their qualifications to the contracting officer via email at jcaravelli@usgs.gov before the closing date of this announcement.
