- This synopsis is to establish a new Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Simplified Acquisition of Base Engineering Requirements (SABER) for Hurlburt Field, FL. This acquisition will result in a one (1) year base contract period and four (4) one-year option periods. The work covered by this SABER IDIQ contract consists of, but not limited to, non-complex, minor construction, and maintenance and repair projects for Hurlburt Field, Florida. Construction projects will be awarded by individual task orders on an as needed basis. Projects will be in support of real property maintenance, repair, alteration, and new construction. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of issued task order. The work to be performed by the contractor consists of, but is not limited to, a broad range of maintenance, repair, and minor construction work on real property at Hurlburt Field. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City and Pensacola, FL. This competitive acquisition will be offered to the Small Business Administration (SBA) under the 8(a) Program. This acquisition will be set-aside for eligible 8 (a) firms located within in SBA's region IV which consists of FL, GA, AL, SC, NC, MS, TN, and KT. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil. The Government will select the best overall offer, based upon an integrated assessment of Technical/Technical Risk, Past Performance, and Cost/Price. Contract(s) may be awarded to the offeror who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors and subfactors to represent the best value to the Government. The Government reserves the right to award a contract to other than the low proposed price. Estimated magnitude for the total project is between $10,000,000 and $25,000,000. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 11 Mar 2014. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a government contract. Offerors are further advised that failure to register in the Official US Government system will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
