Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PERFORMANCE WORK STATEMENT (PWS) Upgrade 1.0Objective: To migrate and upgrade the current Simpana 8 environment to Simpana 10 on new hardware platforms utilizing an Oracle database to support CommCell and optimize the USAISR Server environment backup configuration including Grid Store, Disk-to-Disk backups with AUX copy, backup policies and backup schedules as appropriate. Plan projects and execute onsite within a single calendar week. 2.0Introduction: The U.S. Army Institute of Surgical Research (USAISR) is part of the U.S. Army Medical Research and Materiel Command (USAMRMC) and is collocated with San Antonio Military Medical Center (SAMMC). The USAISR is dedicated to both laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured soldiers from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense beneficiaries around the world; and provide Bum Special Medical Augmentation Response Teams. The mission ofthe Information Management Office is to provide computer hardware, software, programming and data network support; systems analysis, integration, and database support, and technical research support for clinical/research instrumentation and data acquisition processes in the Clinical Division, Laboratory Division and Support Division of the USAISR. 3.0Task: The following are provided to demonstrate the task environment in which the services will be delivered. The following are not directives on how the services are to be provided but what traditionally has been required to successfully support the objective. 3.1Onsite Technical Support/Consultation: The vendor shall provide the following: 3.1.1Vendor shall provide 40 hours in 5 working days starting between 7:00 and 8:00AM excluding lunches. 3.1.2Vendor shall provide a technician with the expertise to upgrade Simpana 8 to Simpana 10 and the migration from Windows 2003 Server to Windows 2008 R2 DISA STIGGED Servers 3.1.3Vendor must have telephonic technical support to report and diagnose system problems that cannot be resolved on site. 3.1.4 Vendor shall understand remote connectivity is NOT allowed to the CommVault systems by external vendor support personnel. 3.1.5 Vendor shall understand USB storage devices are NOT allowed on the CommVault systems. All external drivers and software must be installed using optical media. 3.1.6Vendor shall provide answers to customer's technical questions related to product use. 3.1.7 Vendor systems shall not be connected to USAISR network or to the CommVault CommCell systems. 3.1.8 Vendor shall evaluate USAISR server environment to determine backup needs and requirements. 3.1.9Vendor shall guide the development of appropriate backup schedules and policies to optimize the usage of HP Library and the Dell/ADIC Scalar library. 3.1.10 Upgrade, migration, evaluation and configuration shall be completed and fully functional within the scheduled time frame. 3.2Response Times and Escalation: The vendor shall provide the following: 3.2.1The vendor is only responsible for installing and responding to system problems reported by COR. 3.2.2Onsite problems shall be reported telephonically or by other acceptable means (i.e., email, web, etc.) to the Contractor Program Manager/Point of Contact or other office designated by the vendor. 3.3Software Support and Maintenance: The vendor shall provide the following: 3.3.1The vendor will provide commercially reasonable efforts to install, upgrade and diagnose software problems and provide workarounds where possible. 3.3.2The vendor will provide known fixes in subsequent releases. If the fix is included in a maintenance release, the customer may request the maintenance release at no additional cost. If the fix is not known, the vendor will use commercially reasonable efforts to develop a fix. 3.3.3The vendor will make reasonable efforts to resolve software errors. Software upgrades and/or maintenance releases provided by the software vendor will be provided at no additional cost to the Government during the contract's period of performance. 4.0Vendor Qualifications: The vendor shall have a staff member that meets the following requirements: 4.1Certified as a CommVault technician. 4.2Vendor shall have experience updating Simpana 8 to Simpana 10 and the migration from Windows 2003 Server to Windows 2008 R2 DISA STIGGED Servers. 4.3Vendor shall understand they are working with Media Agent 2, EMC San, Dell San, HP Tape Library, ADIC Scalar Library, Archiver and iSCSI.
