Description
This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided for planning purposes only related to the Technical Data Package (TDP) and a future acquisition strategy for this item. All information submitted will be held in a confidential status. The U.S. Army Contracting Command - Rock Island on behalf of the Office of the Project Manager for Close Combat Systems (OPM-CCS) is conducting a Market Survey to identify potential sources capable of manufacturing and delivering the following item: Fuse, Blasting, Time- M700: (DODIC: M670, NSN: 1375-00-028-5246). The fuse is used in military demolitions to ignite nonelectric blasting caps. The burning rate of the fuse permits the operator to ignite the fuse and reach cover before detonation. The fuse is similar to and interchangeable with standard safety fuse. The fuse has a diameter of 0.2 inches and a length of 50 ft. The burning rate is 36 to 44 seconds per foot. The fuse is olive drab with a yellow single band inches wide every 18 inches and a double yellow band every 90 inches. The fuse has two acceptable constructions: 1. The M700 Time Blasting Fuse construction consists of a continuous delay train of black powder, tightly wrapped and enclosed by an inner cover of jute yarn counterwound with cotton yarn, and covered by a thin cover of asphalt which in turn is covered on the outside by an extruded plastic sheath. 2. An alternate construction consists of a continuous delay of black powder, enclosed by a kraft paper sleeve, wrapped in jute yarn, kraft paper, counterwound jute yarn, covered by a thin cover of asphalt, wrapped in cotton yarn, covered by a thin cover of asphalt, and covered on the outside by an extruded plastic sheath. The M700 detail specification MIL-DTL-45144 Revision E is currently in the process of being updated with the alternate construction. A draft copy is attached to this market survey. Interested companies should respond by providing the government the specific TDP information requested above,, a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it related to the above criteria), fuse and black powder sources of supply, and availability. The NAICS code for this contract is 325920 with a business size standard of 750 employees. Respondents should indicate their business size in their response. Interested companies should provide minimum and maximum production capacity of the item (and if manufacturing resources are shared with other item/production lines). Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for economical production and a Rough Order of Magnitude (ROM) in the most economical quantity ranges for your production. A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance in the explosives processing industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate his or her ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All contractors interested in this potential future solicitation must be registered in the System for Award Management Database. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
