Description
This is a pre-solicitation notice of the U.S. Environmental Protection Agency's (EPA's) intent to issue Request for Quotes(RFQs) for technical support of its Greening America's Capitals program beginning on or around March 3, 2014 for the Office of the Administrator (OA), Office of Policy (OP), Office of Sustainable Communities (OSC). Greening America's Capitals is an EPA program to help U.S. state capitals develop an implementable vision of environmentally friendly neighborhoods that incorporate innovative green infrastructure strategies. In collaboration with U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Transportation (DOT) through the Partnership for Sustainable Communities, EPA provides design assistance to help support sustainable communities that protect the environment, economy, and public health and to inspire state leaders to expand this work elsewhere. This year the program will be assisting three (3) to five (5) communities, each in separate RFQs. EPA anticipates issuing the first RFQ in the beginning of March, 2014. Under each order, the contractor shall conduct a pre-charrette assessment to establish baseline conditions for the identified projects and develop six (6) to eight (8) initial design schematics for each identified state capital. In addition, the contractor shall develop a detailed charrette schedule, conduct a three-day on-site Charrette, and deliver a final report to include a set of design concepts that can be used as a roadmap for implementation for the identified city and project. EPA intends to make award to the responsible offerors representing the best value to the Government, price and other factors considered using Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures. The RFQs will be total small business set-asides in accordance with FAR 13.003(b)(1) and will be posted at EPA's Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD) website at http://www.epa.gov/oam/hpod. It is the responsibility of interested parties to regularly monitor the aforementioned website for updates to this procurement. Prospective awardees must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR 4.11.
