SOURCES SOUGHT NOTICE DEPARTMENT OF VETERANS AFFAIRS (VA) COMPETITION FOR EXISTING LEASE LOCATION The Department of Veteran Affairs (VA) seeks to lease the following space: The Michael E. DeBakey Veteran's Affairs Medical Center (Houston TX) currently is looking for space to operate a Community Resource Recovery Center out of. DEPARTMENT OF VETERANS AFFAIRS/MEDVAMC is requesting space in close proximity to local Community Homeless Day Centers in downtown Houston, the location must be accessible to local public transportation routes in an effort to provide services and ensure these services are available to the homeless population seven days per week. The VA is conducting a competition for a new site approximately 9,999 net usable square feet of clinical/office space in Houston, TX (Max 9,999/Min 7,800 nusf). The space must be contiguous and must provide on-site parking for at least 40 vehicles. Occupancy is required by September 1, 2014. A lease up to ten (10) years may be considered but is not guaranteed. The area of consideration is defined below: Space Type: Clinical with Office Net Usable Sq. Ft: 9,900 net useable square feet (max) 7,800 nusf Min Parking Spaces (Total): 40 Delineated Area: The downtown area is defined as all properties that are inside the following boundaries: East - Interstate 59 North - Interstate 10 South & West - Interstate 45 that circles around the South and West side of downtown Full Term: 10 Years / Firm Term: 5 Years No other areas will be considered for the clinic. To be considered, space must be within five miles of the Downtown Area as specified above. ADDITIONAL REQUIREMENTS: The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "The space shall be fully serviced. "Hours of operation: for VA use 24 hours per day, 7 days per week "Shall not be in the 100 year flood plain. "Space shall not be next to a bar, liquor store or like establishment; "Space shall not be located near a residential hotel; and "Space shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator "A minimum of 40 on-site parking spaces is required. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. "Space must be available for occupancy by September 1, 2014. "A market survey, including an appraisal of properties offered for lease will be conducted by the VA. "Responses shall include, a description that the property meets the minimum space/parking requirements above, a photo of the building, general layout of the space offered, location of the space and approximate SF cost, should be mailed to the below address listed. Brokers or legal representatives must show written acknowledgement and permission to represent the property. Expressions of Interest Due: March 13, 2014 no later than 4:00 PM CST SUBMISSION REQUIREMENTS: Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government is limited by law (41 C.F.R. 102-73.55) to pay no more than the appraised fair rental value for space. "RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ANNOUNCEMENT AND THE VA WILL NOT REIMBURSE ANY COSTS ASSOCIATED WITH RESPONSES TO THIS ANNOUNCEMENT. VA staff will conduct a market survey of properties offered for lease.
