- Statement of Work Sole Source Justification The Federal Emergency Management Agency (FEMA) intends on awarding a sole source purchase order to Owl Computing Technology, Inc., Ridgefield, CT 06877 according to FAR Parts 13.5 and 12 and utilizing the authority under FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." The purchase order will be for a one year period of performance and the contractor shall provide warranty and support services, to include hardware and software maintenance for the Readiness Reporting System (RRS) Owl Computing Technologies, Inc. Cross Domain Solution. Any firm that believes it is capable of providing equivalent services shall email their firm's capability statements to Sandra.Bucher@fema.dhs.gov. The information provided shall be adequate enough to allow the Government to make a fair determination as to whether or not the contractor can provide the required services. See attached Justification for Other than Full and Open Competition and the Statement of Work.
