Description
Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FBO. This is not a combined synopsis and solicitation. A written solicitation will be issued. Request For Proposal (RFP) number is N66604-14-R-0145. NUWC Division Newport intends to purchase the following services: Base year - Services (5,584 man-hours) in accordance with attached DRAFT Statement of Work to conduct marine mammal surveys in the outer waters of the Southern California Bight, with a focus on the Southern California Offshore Range (SCORE), off Kauai, HI, and on Pacific Missile Range Facility (PMRF) and installation of two Argos receiving stations on San Nicolas Island. Option 1 - Services (7,360 man-hours) in accordance with attached DRAFT Statement of Work to conduct marine mammal surveys in the outer waters of the Southern California Bight, with a focus on the SCORE, off Kauai, HI, and on PMRF. Option 2 - Services (7,840 man-hours) in accordance with attached DRAFT Statement of Work to conduct marine mammal surveys in the outer waters of the Southern California Bight, with a focus on the SCORE, off Kauai, HI, and on PMRF. It is intended to place a sole source, 3 year (Base year and two option years) Firm Fixed Price type contract with Cascadia Research Collective (CRC). The task requires CRC to conduct marine mammal surveys using Rigid-Hulled Inflatable Boats (RHIBs) provided by CRC and the installation of two Argos receiving stations on San Nicolas Island during the base year to improve data throughput from tags transmitting on the northern edges of the range and adjacent basins to the north. CRC is the only source with the appropriate tagging permit and have highly maneuverable boats required to deploy dart tags. Cascadia Research Collective (National Marine Fisheries Service permit #16111) owns the appropriate vessels for marine mammal tagging as well as employing some of the few scientists in the world who have successfully attached dart tags to beaked whales. Additionally, CRC has developed a photo-ID catalog and database of cetaceans in the Southern California (SOCAL) operating area and in the Hawaiian Islands. Data collected from these activities must be put in a biological context using these catalogs. Any potential offeror must possess a permit covering the attachment of dart tags on the species of interest which include beaked whales. All other timely offers will be considered. Offers must contain a technical proposal and complete cost breakdown. This requirement is unrestricted. NAICS Code is 541712 and size standard is 500 employees. Evaluation factors are technical capability, price and past performance. Each is equally important.
