- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Alloy Software, Inc. 88 Park Avenue, Suite 2B, Nutley, JN 07110 for acquisition of Navigator Enterprise software, installation support, and training. The purchase order will include Alloy Navigator Enterprise version 6.5 software supporting 9 concurrent technician licenses and up to 999 audit licenses, two days of on-site installation consulting, three days of on-site training and one year with two options of annual maintenance. This requirement is not suitable for full and open competition for the following reasons. NSWC PCD has requirements for comprehensive operations and support of its local research network, as well as inventory tracking of the local NMCI network when that network segment transitions to the Next Generation network. Minimum network operations support requires the availability of Asset Management, Configuration Management, and Support/Help Desk software componentry to (1) audit and track hardware and software licenses on NSWC PCD systems; (2) attach non-network-discoverable equipment details and network management information to hardware and software records; and (3) provide a service/help desk capability for reporting, remediation, and tracking of network service exceptions. These components must integrate with one another to assure proper synchronization of current and historical data across the functional system capabilities. The three categories of software are represented in the Department of the Navy Application and Database Management System (DADMS) by the Enterprise Information Environment Mission Area (EIEMA) taxonomic categories 01.01.04, 01.02.04.01.03, and 01.01.02.03, respectively. As of 13 Jan 2014, the only product listed within these three taxonomies and approved for use by the Navy is Alloy Navigator v6.5, DADMS ID 85340. Therefore, acquisition of Alloy Navigator Enterprise v6.5 is the only Navy-approved way forward available to NSWC PCD given its network support requirements. The Alloy Navigator software is proprietary to Alloy Software Inc. and is only available from Alloy Software. The NAICS code is 511210. The Small Business size standard is $35.5M. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractors EFT information contained in the CCR database.
