Description
Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Sikorsky Aircraft Corp. (SAC) of Stratford, CT as part of the overall Organizational Level Peculiar Support Equipment acquisition in support of the CH-53K program, to procure development of various logistics products prior to the CH-53K Program Operational Evaluation phase. These products include Product Supportability Analysis Plan, Product Support Analysis Level Descriptions, Maintenance Plans, Provisioning Requirements, Logistics Product Data, Logistics Product Software, Logistics Product Database, Peculiar Support Equipment Logistics Data Reviews, Provisioning Technical Data, and applicable Illustrated Parts Breakdowns. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government does not possess sufficient data, drawings, or other specifications to permit full and open competition. SAC is the sole designer and manufacturer of the CH-53K Aircraft, and as such is the only firm with the unique knowledge and proprietary data required to fulfill the requirement for this specific data. No Commercial off the Shelf (COTS) items or data services can be used as substitutes for this specific requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
