Description
This pre-solicitation notice announces a future solicitation and contract for structural stabilization of the historic Crook House on San Juan island, WA. The electronic Request for Proposals will be available on approximately March 5, 2014 at www.fbo.gov and www.FedConnect.net. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not completed the requirements stated below prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award. PROJECT DESCRIPTION: Contract work includes lifting the structure to remove existing foundation, constructing a new poured-in-place concrete foundation and footings; re-grading near the buildings perimeter to address present drainage issues; performing structural stabilization of the building; installing new asphalt shingle roofing, gutters, and downspouts; repairing historic wood windows as needed; and reconstructing the east and west entry stairs. The ~1950-square foot building is two stories tall, with approximately 1260 square feet of roof. Photos and drawings will be provided with the Request for Proposals. PROJECT LOCATION: The Crook House is located at English Camp, in San Juan Island National Historical Park, approximately nine miles north of the ferry landing in Friday Harbor WA. The ferry from Anacortes WA is operated by the Washington Department of Transportation (www.wsdot.wa.gov/ferries). DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 236118 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. The contractor will have 180 calendar days to complete the project after the Notice to Proceed is issued. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000. An offer guarantee for 20% of the proposed price is required with the offer. Performance and payment bonds will be required after award. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. The electronic Request for Proposals will be available on approximately March 5, 2014, at www.fbo.gov and www.FedConnect.net. Prospective offerors will be required to visit these websites periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
