Description
The NAVSUP Fleet Logistic Center Norfolk Contracting Department, Philadelphia Office intends to acquire, on an unrestricted basis, engineering and other technical support services for NAVSUP WSS Price Fighters Department. The NAVSUP WSS Price Fighters Department located on Naval Station Norfolk, at 1837 Morris Street, Building Z-133, Suite 500, Norfolk, Virginia 23511-0129 is chartered to perform engineering-based Cost Analysis on Government procured spare parts, repairables, and weapons systems. Additionally, the Price Fighters conduct engineering, analytical, and logistics support services including strategic planning for technology programs/activities, concept development and requirements analysis, system design, system engineering, system integration, integrated logistics support, acquisition and life cycle management. The successful offeror will receive task orders to support these efforts. A secret security clearance is required to perform under the resultant contract. It is intended to solicit this requirement on an unrestricted basis and award to a single Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a base period of performance commencing on or about 01 July14. The resultant contract will be a Cost Plus Fixed Fee (CPFF) type contract that will contain terms and conditions for the placement of either CPFF or FFP (Firm Fixed Price) task orders. The resultant contract will also include provision for a one-year base ordering period and three one-year ordering period options plus a six-month ordering period option. The total anticipated level of effort is 306,000 hours; 68,000 hours for the base year, 68,000 hours for each of the three one-year option periods, and 34,000 hours for the six-moth option period. As these services have been determined to be non-commercial, this acquisition will be conducted in accordance with the procedures outlined in FAR Part 15 entitled, "Contracting by Negotiation". The RFP will require the submission of non-price as well as price/cost proposals. The North American Industry Classification System (NAICS) Code is 541330; size standard $14 million. Interested Parties should refer to solicitation number N00189-14-R-Z011. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. The anticipated date of RFP posting is on or around 04 March 2014.
