General Information Document Type: Sources Sought Notice Notice Number: AMD-14-SS22 Title: ASML 5500/275D Service & Maintenance Posted Date: 02/21/2014 Response Date: 03/10/2014 Classification Code: J- Maintenance, repair and rebuilding of equipment NAICS Code: 811219- Other Electronic and Precision Equipment Repair and Maintenance Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing maintenance, emergency repair, parts, and calibration services for an ASML PAS 5500/275D i-Line stepper unit. After results of this market research are obtained and analyzed and specifications are developed for a service contract that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least three qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. 1.GENERAL The vendor shall provide trained service personnel to perform all necessary equipment repair and service on this equipment. Service personnel shall be factory trained and certified on using the COACH diagnostic service package and all tools and parts required to service the equipment shall be factory certified. 2.EQUIPMENT COVERED: The following tool shall be covered by this service contract: ASML PAS 5500/275D i-Line stepper - serial # 3740 Coverage will include all system components including system workstations and software upgrades. 3.SCHEDULED SERVICE The vendor shall provide monthly preventative maintenance of the system ensuring optimum performance of the tool. This shall include replacement of any and all parts deemed unsatisfactory discovered during this routine maintenance. 4.UNSCHEDULED SERVICE The vendor shall provide for service personnel to be onsite at NIST within 24 hours after an emergency service call is placed. Business hours are considered as Monday through Friday, 8 am - 5 pm excluding federal holidays. To insure a prompt response, service personnel assigned to this tool shall be geographically located within a two hour travel time radius from Gaithersburg, Maryland. 5.PERFORMANCE METRICS: The Vendor shall provide written semi-annual (every 6 months) reports documenting service performance. Metrics must include but are not limited to: a.The number of service calls. b.The phone response time. c.The site visit response time. d.The service call to operational time. 6.EXPERIENCE The vendor shall have experience performing similar services maintaining an ASML PAS i-Line system. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources with annual revenues less than or equal to $19.0 million. Please include your company's size classification and socio-economic status in any response to this notice. Companies that provide maintenance service for ASML i-Line stepper systems are requested to email a detailed report describing their abilities to eric.bubar@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Indication of whether these services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 2. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
