Description
The Naval Undersea Warfare Center, Newport, R.I. intends to award a five year Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with firm fixed pricing to L3 Communications-Electron Technologies, Inc. for the fabrication, test and delivery of L3 Q Band TWT Amplifier Module part number 8905HP-I and the test, inspection and evaluation (TI&E) of returned Q Band TWT Amplifier Modules. Statutory Authority 10 U.S.C. 2304 (c) (1). One Responsible Source. It is anticipated that a minimum of 1 and up to a maximum of 15 Q Band TWT Amplifier Modules may be ordered in a given year. The NAICS is 334419; size standard is 500 Employees. The Amplifier Radio Frequency Q-Band Traveling Wave Tube (TWT) is a vital part of the SubHDR Antenna System. The SubHDR Antenna System provides high capacity communications to submarines in the Super High Frequency (SHF) and Extremely High Frequency (EHF) spectrums. The system consists of both the inboard Navy Satellite Program (NESP) terminal, and associated equipment and outboard (antenna) components. L3 Communications-Electron Technologies, Inc. is the sole developer and manufacturer of the Q Band TWT Amplifier Module utilized in the SubHDR Antenna System and the manufacturer of all internal components of the Q Band TWT Amplifier Module. Because the Q Band TWT Amplifier Module part number 8905HP-I is a proprietary item of L3 Communications-Electron Technologies, INC, and the Navy did not purchase the design or Technical data Package or drawing rights for part # 8905HP-I, a second source would have to develop its own Q Band TWT Amplifier Module which would result in additional costs and unacceptable schedule impacts to the Government. As such, L3 Communications-Electron Technologies, Inc. is the only source who possesses the knowledge and expertise required to Test, Inspect, and Evaluate failed units and to manufacture the specified replacement Q Band TWT Amplifier Module without substantial duplication of cost and unacceptable schedule impact. The Naval Undersea Warfare Center, Newport, R.I. will make available for release a new performance specification and outline drawing (via Compact Disc) for the Q Band TWT Amplifier Module part number 8905HP-I that may enable other sources to bid on future Navy requirements. Please note that the specifications associated with this procurement will only be available by requesting a compact disc from the negotiator (Neil Santos, e-mail: neil.santos@navy.mil Only those vendors who have an active Joint Certification Program (JCP) registration will be provided the compact disc. If there is no FedEx number, specifications will be sent via regular mail. Specifications will be sent once JCP registration is confirmed. The proposed contract action is for materials and services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website.
