- Statement of Work for Telehandler The Product Manager, Engineer Systems, Marine Corps Systems Command (MCSC is seeking information from potential sources to satisfy its requirements for a rough-terrain telehandler to support the Marine Corps Chemical Biological Incident Response Force (CBIRF). The CBIRF provides the Marine Corps with the ability to deploy to or pre-stage for chemical, biological, radiological or nuclear incidents. The intent of this RFI is to conduct market research and determine availability of a commercial telehandler that can be used to move and manipulate building materials and clear debris that would normally be associated with a building collapse and/or other large scale weapons of mass destruction (WMD) type attacks. The telehandler must meet all requirements of the attached statement of work (SOW) to include at a minimum a load capacity of 20,000 pounds over all types of terrain in all types of climatic and illuminations conditions, minimum load capacity of 9,000 lbs while fully extended up to a height of at least 50 ft and up to a forward reach of at least 36 ft, foam-filled tires and be transportable via trailer, air, U.S. Navy ships and rail. The telehandler must also include a warranty. RFI responses must be submitted to MCSC no later than 1400 on February 28, 2014. Responses shall be submitted electronically and should not exceed more than (10) pages, to include all images, data displays, charts, graphs, and tables to demonstrate that submitted item meets or exceeds the Government's requirements. Reponses shall be prepared in Microsoft Word and the font size shall not be smaller than 12-point Times New Roman. Submit responses and questions regarding the RFI via email to teri.snyder@usmc.mil. The email subject line should read "Telehandler Response to Request for Information #M67854-14-I-5009. This is only a Request for Information. The purpose of this notice is to obtain information from qualified businesses and to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10. No solicitation is being issued at this time. For planning purposes only, the MCSC intends to release a request for proposal for this effort in March 2014. This is only an intent and this notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not provide compensation for any expense associated with the response to this inquiry.
