- The Government expects to issue a competitive Request for Proposal (RFP) in anticipation of awarding a contract to integrate the prototype Electronic System Test Set (ESTS) replacement with the APQ-180 Test Program Sets (TPSs) and the USM-643 Electronic-Electrical Equipment Test Station (EEETS); perform associate technical tasks and provide the government with five (5) kits of the ESTS replacement, two (2) conversion kits, and one (1) kit of spare Shop Replaceable Units (SRUs). Each redesigned ESTS unit will be produced using Government and Contractor furnished materials and government furnished technical data and will be delivered to the Government in kit format. The non-recurring engineering services includes software engineering to perform Test Station and Test Program Set (TPS) integration, software engineering to obtain Platform Information Technology (PIT) Information Assurance (IA) certification. Hardware engineering is required to convert the prototype grade hardware into production grade hardware. The Air Force intends to seek a qualified/capable vendor who has previous experience in working with airborne radar Test Program Set (TPS) design, development and integration. This requirement will be 100% set-aside for Small Businesses under the North American Industry Classification System (NAICS) code of 334515, size standard of 500 employees. The overall contract should be completed within 23 months after contract award. Individual contract line-items will have varying delivery schedules, falling within this time period, which will be identified in the subsequent RFP. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A formal solicitation (i.e. RFP) will be issued around, but not before, 10 March 2014 through FBO. A Performance-Based Work Statement, Contract Data Requirements Lists and other attachments will be uploaded to FBO with the solicitation.
