Description
This market survey is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.1.2.1. The FAA has a requirement for the acquisition of two different display monitors for Standard Terminal Automation System (STARS). The first display monitor, Tower Display Monitors (TDMs), will replace those currently deployed in Tower Display Workstations (TDWs). The second display monitor, Main Display Monitor (MDM), will be for the continued replacement of the Sony 2K MDMs still currently deployed in Terminal Controller Workstations (TCWs). Please refer to the draft TDM-MDM Requirements Document (Attachment 1) for additional specifics. At the present time, the FAA ™s STARS Prime Contractor is providing the TDMs; however, the FAA is considering providing these displays to the Prime Contractor in the future as GFE. In the timeframe of FY16-FY19, the FAA estimates a need for approximately 500 “ 900 TDM displays. Regarding MDM Displays, the FAA currently provides these to the STARS Prime Contractor as GFE; however, the current contract for this item ends in 2016 and the FAA is looking for follow-on sources. In the timeframe of FY16-FY19, the FAA estimates a need for approximately 400 MDM displays. This announcement is not a Screening Information Request (SIR) nor a Request for Offer (RFO) of any kind. The FAA will not accept unsolicited proposals and assumes no liability for any cost associated with responses to this market survey. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet the requirements in Attachment 1. Vendors may respond to TDM requirements or MDM requirements, or both. Responses to this market survey are sought from Original Equipment Manufacturers (OEMs), only, and will be used as follows: (1) Development of the acquisition strategy, (2) Identification of potential sources, (3) Determination of to what extent items meeting these requirements currently exist, (4) Obtaining industry comment on requirements, and (5) Determination of the feasibility of a set-aside for this acquisition. Interested vendors are requested to provide a three (3) part response to this Market Survey. Part 1 is a capabilities summary, relevant to this Market Survey, addressing corporate capabilities to provide the items identified in Attachment 1. The response must focus on what is relevant regarding the Government ™s requirements. The response must clearly indicate if the vendor can provide the TDM, MDM, or both display monitors. The vendor should provide spec sheets and model numbers, as applicable, of commercial products that satisfy requirements. Responses must use at least Times New Roman 12 font for all text, other than for existing product descriptions. Foldouts are encouraged where necessary to provide clarity. Comments on Attachment 1 content may also be provided. Part 2 of the response must address the items listed on the Vendor Response Form provided as Attachment 2. Part 3 of the response is the completed Business Declaration Form, provided as Attachment 3. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition would exist if this acquisition were set aside for eligible small businesses or for eligible socially and economically disadvantaged businesses under the Small Business Administration's 8(a) Program. The North American Industry Classification System (NAICS) code for this procurement is: 334111 - Electronic Computer Manufacturing - with a size standard of 1000 employees. All firms responding are required to return the Attached Business Declaration Form (Attachment B) and a copy of their 8(a) certification (if applicable). Failure of a sufficient number of adequately qualified 8(a) firms or small businesses to respond may result in a competitive procurement open to all businesses. Vendors interested in doing business with the FAA must also be registered in the Central Contractor Registration (CCR) Database in accordance with FAA Clause 3.3.1-35. Respondents to this market survey shall respond no later than 1:00 pm local time March 21, 2014 via email to peter.dewald@faa.gov. Please submit your response using Microsoft Word for Part 1 and Part 3, and Microsoft Excel for Part 2. Only electronic submissions via email are acceptable. In the event a submission exceeds 10 MB, the respondent must separate the response into separate files such that no single file size exceeds 10 MB. Zip files are acceptable. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked.
