- 14SNB07_spec note 14SNB07_spec note_att This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to approaches used in Network Engineering. A Request for Information (RFI) is sought for target vendors who may provide expertise in the engineering and design of computer networks. An Industry Day is also being planned as a follow on to this Market Research effort. Details will be provided in a follow on amendment to this announcement. This announcement intends to identify solutions that show a well thought-out network design while fulfilling real-world requirements. Three approaches are requested: The design of a tactical computer network with no limit on hardware (See Attachment 1) The design of a tactical network with pre-determined hardware with no ability to procure additional hardware (See Attachment 2 & Attachment 3) The design of a tactical network with pre-determined hardware and the ability to procure additional hardware (See Attachment 4) All interested parties are strongly encouraged to submit an initial synopsis, (commonly referred to as white paper) for each approach. White papers should not exceed 10 pages, with an executive summary (short paragraph) on the effort, a technical description of the effort, list and description of documentation generated as a part of the approach, description of modeling/simulation to be used (if any), network protocols and services anticipated to be used, identification of risks, and any other information deemed relevant. Additional pages for technical drawings, diagrams, and data are allowed (Additional material provided does not count towards the 10 page limit for the white paper submittal). Offerors should submit the white papers electronically prior to 3:00 p.m. on 21 March 2014, Submittals after this date will still be accepted, although there is no guarantee they will be evaluated. Selected technical submissions of the most interest to the government may be given the opportunity to brief their submittals at an Industry Day at a place and time TBD. Specific times and places for the briefings will be coordinated through the NSWC Crane Technical Point of Contact identified below. The number of papers requested to be briefed may be limited due to time constraints and submission of a white paper does not guarantee an opportunity to brief. Proposals may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. The Crane Division encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, or 8(a) firms. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted to the Technical Point of Contact any time prior to expiration of this announcement.
