Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Central Iowa Health Care System, Johnston, Iowa intends to issue an Request For Proposal (RFP) to award a single, firm fixed-price contract to provide all tools, materials, equipment and labor necessary for completion of general construction project 636A6-201, "Expand Building 1 for PACT, Ambulatory Care, Radiology and Egress Stair", at the VA Iowa City Health Care System, West Iowa City, Iowa, in accordance with the drawings and specifications. Contractor to provide all labor, materials, tools, supplies, equipment and supervision necessary to perform work for Minor construction project 636-201, Expand Building 1 for PACT, Ambulatory Care, Radiology and Egress Stair at the Iowa City VA Health Care System, Iowa City, Iowa. Work includes, but not limited to, complete and partial demolition of select buildings, new building construction, exterior utilities, roadway/parking, and complete renovation of certain areas within the medical center. Some work must be done after normal working hours and limited down time for utilities identified per documents. Work will involve phasing and maintaining access to medical center employees within and near construction areas as identified in contract specifications and applicable documents. Any acquisition that follows this pre-solicitation notice will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and Part 36 - Construction and A-E Contracting, and other applicable regulations. This notice is for the informational purposes only and is not a request for proposals. The government in not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. Work is to be completed within 730 calendar days from the notice to proceed. Specifications and drawings for submitting a bid will be available at (http://www.fedbizopps.gov/). All respondents must be registered in the SAM database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/). Bidders must be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. All questions must be submitted in writing to the issuing office via email to (daniel.torrence@va.gov). RFP Issue Date is tentatively scheduled for April 15, 2014. The site visit will be announced upon Solicitation issuance. Proposals due date is tentatively scheduled for May 16, 2014 close of business (local time) but exact date will vary depending on issuance of the solicitation. The applicable NAICS Code is 236220, with the applicable size standard being $33.5 million.
