- Title of Project: Professional Preventive Maintenance and repair of Barcode Medical Carts throughout VISN7. Background: VISN 7 has a total of 672 Howard Medical Carts used for delivering Medicine in conjunction with the Bar Code Medication Administration System (BCMA). The carts are configured for each medical center in addition to transfer carts located in each medical center pharmacy. The carts are an essential part of medical care delivery to the Veteran. As such, it is critical that the carts are functional at all times and that adequate processes are in place to provide repair to malfunctioning carts as well as preventive maintenance to extend the life cycle of the carts. It is the understanding of VISN 7 that the majority of the parts used on the Howard Medical Carts throughout the facilities are proprietary to Howard Medical. Any other vendors wishing to submit information should provide a detailed explanation of any methods planned or currently used to obtain the necessary parts, such as (but not limited to) existing partnership agreements with Howard Medical. VISN 7 experiences approximately 848 repair calls per year. This projected number is based on previous years where a similar preventive maintenance and repair contract was in place. The VA understands that under a preventive maintenance contract that the contractor may make numerous repairs to carts during periods of on-site service. VISN 7 is comprised of eight medical centers with numerous outpatient clinics. VISN 7 is in a constant state of expansion and renovation. As the expansion and renovation continues it is expected that the number of carts required to support the agency will also grow. Based on previous year/s expansion the VISN has experienced a 15% to 18% growth in carts across the VISN. This information is essential in predicting future contract strategies and expected cost in out years. Scope of Work: Contractor shall perform tasks directly related to the routine maintenance, repair and parts for 567 BCMA carts not covered under warranty. Services shall include: "On site repair of carts "Remote support to assist in problem diagnosis to determine if on-site support is essential "On site top to bottom preventive maintenance to include functionality test: oLift Arm raises up and down oKeyboard tray slides in and out oMouse Pad is functional oCasters function properly oCart is charging oWork Surface oPC Physical Security check oPill drawer security check oTotal electronic check oSecurity lock checks oReview and restock of spare parts kit oComplete site report of preventive maintenance check and all repairs or replacements made during the visit "Spare parts kits to include minimum number of self- maintainable parts to provide interim solution for break fix "Second day onsite repair(Excludes Weekends and Holidays) "Bi-annual battery refresh plan. Contractor will schedule battery replacements two times per year. "Complete warranty process applicable to all peripherals associated with the BCMA Cart. "Continuous coverage of 567 Howard Medical carts "Single point of contact for all Notification Issues (888-323-3151) "Quarterly conference calls between VISN 7 and Contractor. "Contractor responsibilities include receiving initial call from end user and open Service Ticket with required information. Information for the cart requiring support will include: oPoint of contact name oPhone number oAddress and location of cart oHospital oUnit oHoward Cart Serial Number When a cart malfunctions the user will contact the National Service Desk to log a ticket. The ticket is issued to OIT staff at the site the cart and user are located at. OIT will provide initial Tier 1 and Tier 2 service. If OIT determines that the cart requires contractor support and/or repair the OIT technician will contact the contractor at a number provided by the contractor. If the contractor determines that on site repair is required the contractor has no more than two business days to report to the site to conduct the repair. The contractor is responsible for providing all parts necessary to complete the repair of the cart during that on site visit. At the completion of the service call, the Contractor will document the work completed and provide information to the designated customer primary contact at each facility. Performance Period: The period of performance is one year from issuance of the contract, with four one year option periods anticipated. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO).
