Description
Request for Information This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The information gained will assist the DoD Office of Small Business Programs (http://www.acq.osd.mil/osbp/) in the development of market research, data analytics and data visualization tools and developing small business training and curricula for the defense acquisition workforce. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to request feedback from industry about capability of accomplishing the requirement as follows: I. Market Research Program Support: analytical, technical, technological, administrative and program support to develop the market research, data base management, data analytics and data visualization tools for OSBP. II. Procurement Approaches: development and modeling of DOD-wide procurement approaches through technological analysis and support. III. Curricula and Training: develop small business training and curricula for the defense acquisition workforce. The following task areas describe the broad range of functions in support of this effort: I. Market Research Program Support: It is the aim of DoD OSBP to develop tools that simplify, modernize and streamline the process for the acquisition workforce who conduct market research as one of their core functions. A. Data Research and Development: Provide a market research tool that will enable the acquisition workforce to identify capable small businesses to meet the requirements of the Department of Defense through the utilization of publicly available data. B. Data Analytics: provide subject matter technical support to assist OSBP in the areas of data analytics. This includes inspecting, sorting, modeling and analyzing publicly available data. Provide expertise on how to utilize and integrate publicly available data with technology and decision making processes. C. Data Visualization: Provide subject matter technical support to assist OSBP in visualization of data elements and creating applications and tools such as dashboards, gauges, data maps, bubble charts. Provide expertise in data visualization, user experience engineering, storyboarding and graphic design. D. Data Management: Provide subject matter technical support to assist OSBP in database management, including the management of procurement data in order to make it be used in tools, technology initiatives, training and market research. II. Procurement Approaches: provide subject matter technical support in policy development, review and compliance of the technological systems, hardware and software requirements, web and database support, measure and report results support, content management, document management, program administration, commercialization and program outreach, and programing languages needed to create and develop the market research and data analytics tools. The deliverables include but are not limited to development technology policy, programs, and initiatives and using technology in tools, training and market research. III. Curricula and Training: Develop small business training and curricula for the defense acquisition workforce. OSBP's vision is to transform the acquisition workforce into a highly skilled, business-oriented force that provides innovative, efficient, and effective influence to DoD readiness. A. Course and Training Development: Provide technical expertise in the development of the small business training courses, other required courses and updates to existing courses. Provide programmer, developer, and technologist support in developing and updating required courses. Use SCORM conformant training technologies and comply with DoDI 5000.66 and DoDI 1322.26. B. Professional Development Program: Provide support in the administration of a professional development rotational assignment program aimed at ensuring Small Business Professionals receive the appropriate targeting experiences necessary to become qualified to perform their duties. C. Small Business Excellence Award: Provide support in the administration of a recognition award for achievements in and supporting small business acquisition, including collection and organization of relevant documents, timely communications with stakeholders, and planning the award ceremony. REQUEST FOR INFORMATION To this end, the WHS Acquisition Directorate is seeking the following information from interested companies with respect to the following items/questions: 1. Briefly identify your firm's capability to perform all the task areas as listed above. 2. Does your firm's total annual revenue exceed $14M? Does your firm qualify for any socio- economic groups as indicated in SBA's Dynamic Small Business Search? 3. Under which specific NAICS could would you perform such services? INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to five (5) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum excluding charts and graphics) and should also include current business size status. This indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this RFI must be submitted electronically (via e-mail) to Declan D. Jarry, III, Contracts Specialist, at declan.d.jarry.civ@mail.mil. Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Responses to the information above are due no later than 10:00 AM (EST) on March 10, 2014 Responses received after this date and time may not be considered. DISCLAIMER AND IMPORTANT NOTES: This RFI is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this notice, the Government MAY issue a Sources Sought to further identify a better understanding of technical capabilities within the market. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
