Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to acquire through full and open competition testing and engineering services to support an independent quality assurance program for the Naval Inventory Control Point in Philadelphia, PA. The independent quality assurance program consists of first article testing, production lot testing, special testing and engineering services required to assure the quality and reliability of the aviation spare parts necessary to support the Fleet. The effort is to be performed under a cost plus fixed fee level of effort type contract consisting of a base year and four (4) one year options. It is intended to solicit this requirement on an unrestricted basis and award to a single Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a base period of performance commencing on or about October 1, 2014. The resultant contract will be a Cost Plus Fixed Fee (CPFF) type contract that will contain terms and conditions for the placement of either CPFF or FFP (Firm Fixed Price) task orders. The resultant contract will also include provision for a one year base period and four one-year option periods. The anticipated level of effort for the base year is 8,305 hours and the anticipated level of effort for each option period is 8,305 hours. As these services have been determined to be non-commercial, this acquisition will be conducted in accordance with the procedures outlined in FAR Part 15 entitled, Contracting by Negotiation . The anticipated start date for the contract is October 1, 2014. All responsible sources may submit a proposal that will be considered by the Navy. The solicitation will require the submission of cost/price and technical proposals. The applicable NAICS Code is 541380. The Small Business size standard is $14.0M. The RFP will be made available electronically, upon its release, which is anticipated on or about April 1, 2014 at http://www.neco.navy.mil. All contractors must be registered in the System for Award Management (SAM) at http://www.sam.gov/portal/public/SAM/.
