- Description
- The U.S. Army Corps of Engineers, St. Paul District Contracting Division, has an upcoming requirement for construction of a diversion channel and associated features, and is seeking interested sources from all business concerns that are capable of providing the work required. The project description is as follows: Roseau Flood Risk Management, Reach 1, Roseau, Minnesota. The work includes but is not limited to construction of approximately 6,500 feet of the Roseau diversion channel, the channel inlet structure into the diversion channel from the Roseau River and a concrete restriction structure spanning the Roseau River. Phasing of the work will require the diversion channel to be completed in 150-180 calendar days (September through February) requiring winter excavation and hauling. The Diversion channel is approximately 16-18 feet deep in most of this reach and includes approximately 700,000 cubic yards of excavation of potentially saturated soils in harsh weather conditions in a short period of time. A permanent subterranean drainage system is required and the contractor will need to apply expertise in managing high ground water levels within the excavation area. The schedule would require the entire project to be complete, including the channel inlet structure and in-river restriction structure within approximately a 12 month construction period. The estimated price range for this acquisition is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. This is not a request for proposals, but instead market research to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest and to obtain capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) DUNS number and CAGE code; 3.) Indication of business size (large, small) and small business status if applicable (ie. HUBZone, 8(a), or SDVOSB; and 4.) A brief Statement of Capability (no more than 5 pages) which demonstrates the ability to meet the requirements of the project described above, including: a.) the ability to perform high volume winter excavation of approximately 4,000-5,000 cubic yards of material per day; and b.) the ability to perform dewatering using sheet pile cofferdams (required to build the restriction structure, earth cofferdams will not be allowed). 5.) An indication of previous project experience working in a riverine environment, diverting and/or dewatering along with managing high ground water levels within the excavation area using multiple crews, and working within compressed schedules. Also include any past performance information on Government contracts of similar size and scope. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
