- ENERGY REDUCTION MEASURES. The purpose of this synopsis is to gain knowledge of potential sources for these projects including interested small business sources. This notice is for planning purposes only. All interested parties should respond. The USPFO-Massachusetts, 104th Fighter Wing, Barnes ANGB, Massachusetts may issue a solicitation and award of a contract to complete the following project; Energy Reduction Measures with Project Number AXQD112847 at Barnes Air National Guard Base, Westfield, Massachusetts, subject to availability of funds. The contracted work will be as follows: All electrical, lighting, HVAC, DDC, and Communications work to increase the energy efficiency of multiple facilities across Barnes Air National Guard Base. This project includes upgrades to existing lighting and HVAC systems to tie into an integrated system that is capable of being managed and tracked at a single location for the purpose of increasing energy efficiency. Limited General Renovations will include the following: Replacing or cleaning weather stripping, Limited Heating, Ventilation, and Cooling renovations will include: Installing CO2 sensors at AHUs, installing integrated dampers at AHUs, installing multiple fans, and selective demolition of boilers, Installing infra-red, gas fired, heating unit, Establish connections and connect existing units to in-place DDC. Limited Electrical and Lighting renovations will include: Removing and replacing electrical components such as switches, wiring, wall control units, motor connection, EMT, and other equipment connections, Installing various wall control units, compatible with Encelium front end lighting control systems, including occupancy and vacancy sensors, ballasts, and LED fixtures, Rewiring fixtures to be compatible with Encelium control systems. The magnitude of this announcement is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 4:00 pm local on 28 February 2014. NAICS code 236220 applies to this project. The size standard for this NAICS is $33.5M. The solicitation release date is estimated to be on or about 12 April 2014. Your attention is directed to FAR Clause 52.219-14(b)(3) which states, quote mark The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. quote mark This notification, which shall not exceed five typewritten pages, must include: (1) A positive statement of intent to bid as a prime contractor. (2) A completed and signed Source Sought Information Request Form. (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) A letter from your surety with your maximum bonding capacity per project. In the event that adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
