Description
This is a pre-solicitation notice. The AFLCMC/WNKBBB Contracting Office at Robins AFB, GA has a requirement for the MHU-83D/E Aerial Stores Lift Truck (Bomb Lift), NSN 1730-01-446-2422RN. The units are air transportable, nuclear-certified hydraulically operated lift vehicles used to load conventional and nuclear weapons up to 7,000lbs. An air-cooled diesel engine powers the hydraulic system, hydrostatic drive system, and hydraulic steering system via three pumps. A remote control unit allows operation of the hydraulic system through a system of solenoid valves. The Government intends to award a five-year, firm fixed price, Requirements Contract with Best Estimated Quantities (BEQs). The RFP and resultant contract will be structured with one basic contract period of 12 months and four annual option periods. The best estimated quantities (BEQs) are as follows: Basic Period: 16 EA Option I: 52 EA Option II: 68 EA Option III: 68 EA Option IV: 68 EA The BEQs include USAF and FMS requirements. The BEQs are subject to change once solicitation is released. First Article testing will be required with various mandatory data deliverables such as First Article Test Plan and Test Reports. A Technical Drawing Package (TDP) identifies the legion component parts and consumables that comprise the physical and performance characteristics and requirements for the lift truck. TheMHU-83D/E bomb lift truck shall be produced precisely to the TDP. Delivery Requirements will be 360 calendar days after effective date of order for the first article unit and 120 calendar days after effective date of order for the first five (5) production units with subsequent production unit orders, delivering at a rate of 5 units per 30 day period, dependent upon the quantity ordered. This Requirement is a 100% small business set aside. FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. Past and present performance is considered to be approximately equal to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP. Foreign companies will not be permitted to participate in the competition. The solicitation and the link to the data package will be posted to the Federal Business Opportunities website on or around 31 March 2014.
