- Optional Form 17 (Label used on envelops) Scheduled Performance Date: 1 Apr 14 thru 31 Aug 14 (5 months) Description: The Contractor shall transport General Freight*, Dangerous Freight**, Hazardous Freight*** or Sensitive Freight**** by the Contractor's truck (2ton - 12ton) between US Government Installations, or between US Government Installations and ports, Japan Self Defense Forces Facilities in accordance with the terms and conditions of this contract and applicable Government of Japan laws and trade practices. *General Freight: All types and descriptions other than Dangerous, Hazardous, or Sensitive Freight. **Dangerous Freight: Items which are applied to the GOJ "Fire Defense Law", "Poisonous and Deleterious Substances Control Law", "High Pressure Gas Safety Law" ***Hazardous Freight: Explosives listed under the GOJ "Explosives Control Law" which require obtaining a GOJ clearance issued by the Prefectural Public Safety Commission. Requires 2 drivers to transport this freight in this contract. ****Sensitive Freight: Explosives listed under the GOJ "Explosives Control Law" which do not require obtaining a GOJ clearance issued by the Prefectural Public Safety Commission. Or any freight which requires a high degree of protection (weapons, etc.). Requires 2 drivers to transport this freight in this contract. The Government contemplates award of up to two (2) pre-priced Blanket Purchase Agreements (BPAs) resulting from this solicitation, therefore, offerors must propose on all line items in the Price List. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation posted on this web site. A pre-proposal conference is NOT scheduled this time. Offerors may respond to the subject solicitation via facsimile, prior to 14 Mar, 2014, 1400hours. Respond to this solicitation by fax is subject to the same rules as a response via hand-carry. The number of receiving facsimile equipment is 042-551-0973 from inside Japan / 81 (country code)-42-551-0973 from outside Japan. The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed offer.
