Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate with Carl Zeiss Microscopy LLC; Thornwood, NY, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to purchase preventative maintenance, service, and repairs. The CNST at NIST intends to procure routine preventive maintenance (PM), emergency services, repair, and calibration for 3 Scanning Electron Microscopes (SEMs) and one SEM-Focused Ion Beam (FIB) microscope. The electron microscopes are located at the CNST in Gaithersburg, MD. One SEM is located in a class 100 cleanroom at the NIST CNST NanoFab. These microscopes are used as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies. A service contract is required to keep these systems operational, with minimal interruptions in service, so they are available for use 24 hours a day and seven days a week. The purchase order will be a 5 year PM contract consisting of an initial "base" year plus four option years. The following tools shall be covered by this service contract: a.One Zeiss Ultra 60 Field Emission (FE) SEM i.Serial No.: U60-2623 b.One Zeiss NVision 40 Cross Beam Microscope. i.Serial No.: NV40-3812 c.One Zeiss Supra 55VP FESEM. i.Serial No.: SU55VP-3041 d.One Zeiss EVO MA15 FESEM. i.Serial No.: EVOMA15-0852 e.Covered equipment includes all integrated system components including the vacuum systems, electrical systems, electron guns, ion guns, deposition systems, pressure controllers, and software patches and updates. f.The vendor shall have the factory-certified personnel, provide OEM parts, and service engineers shall be equipped with all the tools required to perform all services. Carl Zeiss Microscopy is the original equipment manufacturer and they provide the service for their electron microscopes. The Zeiss service engineers are trained by the original manufacturer to work on Zeiss electron microscopes. They also have priority access to overnight delivery of spare parts and software upgrades. Essential parts are not interchangeable with other vendors' microscopes and can only be obtained through Carl Zeiss Microscopy LLC. Furthermore, Carl Zeiss Microscopy holds the patented technology on these tools. They are the only vendor that can provide the required service and upgrades on both the hardware and software for the four microscopes. Market research did not show any additional sources that were authorized and capable of performing maintenance, service, and repairs on Carl Zeiss Microscopy LLC electron microscopes. This notice is a follow-on to Sources Sought notice AMD-14-SS03. The NAICS Code is 811219- Other electronic and precision equipment repair and maintenance with a size standard of $19.0 Million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Carl Zeiss Microscopy LLC for this requirement in the 3rd quarter of fiscal year 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
