Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the Officer in Charge of Construction, Marine Corps Installation East intends to solicit proposals and award a Landfill Services Contract. The proposed contractor shall provide all labor, supervision, tools, material, equipment and transportation required for high pressure water cleaning, vacuuming, and video inspection of eight (8) cells consisting of twenty-four (24) Leachate lines and eight (8) Sump Pump riser lines located at Camp Lejeune Landfill. In addition, the contractor shall provide grounds maintenance and landscaping services located at Marine Corps Base Camp Lejeune Landfill and the closed Sneads Ferry Landfill, Camp Lejeune, NC. The procurement method to be utilized is FAR Part 15 - Source Selection, Lowest Price Technically Acceptable. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, including past performance and experience information, as well as a price (or cost) proposal for evaluation by the Government. The NAICS Code for this procurement is 561730 and the annual size standard is $7,000,000. The proposed contract will be issued as 100% small business set-aside. The contract term will be a base period one (1) year and four (4) option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period of time up to six (6) months under the Option to Extend Services clause. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or about 20 March 2014. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. The official access to the solicitation is via the Internet at https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued.
