Description
THIS IS A SPECIAL NOTICE AND NOT A REQUEST FOR PROPOSALS The Maneuver Support Center of Excellence (MSCoE) seeks to expand its pool of eligible schools and other organizations as potential sources for personnel for temporary assignment to MSCoE pursuant to the Intergovernmental Personnel Act (IPA), 5 USC Sec. 3371 et seq. Pursuant to the IPA, eligible organizations may place employees with a Federal agency on a temporary basis for the mutual benefit of the permanent employer and the Federal agency. As a result of an IPA, the Federal agency obtains needed expertise on a temporary basis not suitable for performance on a contract basis. At the same time the IPA employee receives valuable insight into the working of a federal agency so that upon the conclusion of the IPA assignment the employee returns to the full-time employer with a broader understanding of the workings of MSCoE and its programs, processes and products. During the period of the assignment the employee will be subject to Federal Ethics laws. The employee will have the responsibilities inherent in the government position that they are temporarily occupying. However they will continue to receive pay and benefits from their permanent employer during the period of assignment. Because each individual agreement is unique and has varying degrees of benefit for both organizations, for each IPA, MSCoE and the partnering organization must agree upon percentage of salary reimbursement from the Department of Defense. The reimbursement for the position Federal salaries paid will be based completely on the range established for the grade aligned with the position description. Assignments are accomplished through the negotiation of a Assignment Agreement (OF 69) pursuant to Title IV of the Intergovernmental Personnel Act (5 U.S.C. 3371 - 3376) Organizations eligible to enter into employee exchanges pursuant to this authority include: (1) a State or political subdivision or instrumentality of a State; (2) An Indian tribal government organization as defined in 5 USC Sec. 3371(2)(C); (3) An institution of higher education as defined in 41 CFR Section 334.102; (4) An quote mark other organization quote mark as defined in 5 USC Sec. 371(4), to include nonprofit organizations which offers, as one of its principal functions, professional advisory, research, educational or development services, or related services, to governments or universities concerned with public management, and federally funded research and development centers. Organizations interested in participating in an IPA mobility program as an instrumentality or authority of a State or local government or as a qualifying quote mark other organization quote mark must have their eligibility certified by the Federal agency if not previously certified for this Program by another Federal Agency. See 41 CFR 334.103. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this synopsis. The Government is currently seeking expansion of its subject matter expertise in the following areas: Protection Measures against Hazards Emergency and First Responder Management Countering Explosives and Improvised Explosive Devices Countering the effects of Weapons of Mass Destruction Subterranean Operations and Rescue Non-lethal Ballistics in support of law enforcement Contingency Basing, Sustainability, and Environmental Considerations Criminal Networks and related Human Dimensions Protection against Insider Threats Forensics Science, Technology, Engineering, and Mathematics (STEM) Outreach Programs Candidates from potential partner organizations, in addition to extensive experience in one or more of the subjects listed above must have work experience in one or more of these duty positions: Program Manager Writer/ Author Instructor/Professor Engineering or Occupational Research Analyst Operations Research & Systems Analyst (ORSA) Organizational or Materiel Analyst Gaming and Simulation Scenario Developer Modeling and Animation Developer Process and Performance Improvement Specialist Knowledge Management Technologist Instructional Technologist Digital Media Specialist Educational Integration Specialist for Social Media Educational Quality Assurance Evaluator Military Historian Instructional Application Developer Organizations interested in responding to this announcement may submit their response by 24 March 2014. Please submit a letter addressing the following areas below: 1. Point of Contact information for the organization to include any contact information for the regional Human Resources manager. This is normally an individual who is responsible for the talent management and working the Interagency Personnel Act Agreement within the organization. 2. Authorizing Officer for the Organization: This is the individual who is responsible for entering into the reciprocal agreement with the Government. 3. Respondees may submit an overview of their organization addressing their specialized areas of interest. 4. Each response shall include an acknowledgement that assignments may be a minimum of three months or an assignment for one year.
