This is a SOURCES SOUGHT NOTICE only. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Alexandria VA Medical Center is seeking small businesses capable of providing services for the Emergency Medical Technician (EMT) Continuing Education Training. The VA is looking to award one firm-fixed contract. The contractor shall furnish all their own labor, equipment, vehicles, materials, and supplies incidental to providing the service for the EMT Continuing Education Training. Service to include: To provide EMT continuing education classroom training two (2) days per month for up to twenty (20) students at the Alexandria VA Medical Center, 2495 Shreveport Hwy., Pineville, LA 71360. A. SCOPE "Instructor shall teach a minimum of the following subjects: oPreparatory oAirway oOB, Infants, and Children oPatient Assessment oMedical/Behavioral oTrauma oElectives preapproved by the Fire Chief "Contractor shall be responsible for entering all training into the NREMT website by the end of the month the training was provided. B. APPLICABLE DOCUMENTS "Contractor shall maintain all training records in accordance with NREMT "Contractor shall provide training documents to the Fire Chief, Alexandria VA Medical Center, at the end of each month the training is provided "Contractor shall utilize NREMT guidelines for training/instruction "Each student passing the class and meeting the time requirements shall receive a completion certificate. C. REQUIREMENTS "Contractor shall provide a certified EMT or Paramedic instructor to teach classroom and hands-on EMS training in accordance with NREMT Training Guidelines for continuing education and recertification "Contractor shall maintain all training records in accordance with NREMT "Contractor shall provide all materials and visual aids needed for training "Contractor shall provide classroom and/or hands-on training on the first Monday and first Thursday of each month through September 30, 2014, 4:00pm to 9:00pm. Training days shall not be consecutive. "Contractor shall pay all fees for NREMT recertification or renewal of Louisiana State EMT for each student "Contractor shall be responsible to enter all training into the NREMT website by the close of each month's training. "Contractor shall obtain preapproval of the training classes by the Fire Chief. "Instructor shall include computer and projection system needed for training "Price must be all inclusive, covering all of the instructor's travel and expenses, all course materials, and student recertification fees Offeror's response to this Notice shall be limited to 5 pages and shall include the following information: "Offeror's company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address "Offeror's interest in bidding on the solicitation when it is issued to www.fbo.gov. "Offeror's capability to meet this requirement including any current contracts (Civilian or Government). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that shall also be utilized. "Offeror's type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned (VOSB) must be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor. The NAICS code 611430 applies and the Size Standard is $10 million. Responses must be received by no later than 4:00 pm Central Standard Time, February 25, 2014. Responses shall be emailed to Beth.Mohney@va.gov using "sources sought number VA256-14-Q-0275SRC" in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an "interested party" in www.fbo.gov doesn't constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered a source. After review of the responses to this sources sought notice, a solicitation announcement will be published on February 26, 2014, to the FBO website based on positive sources sought responses received. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought notice. All interested parties are reminded to be registered with the System of Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts.
