- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the National Academy of Sciences (NAS) for financial and technical support for a study to bring the geotechnical and earth science communities together. The study was undertaken by the National Research Council's Board on Earth Sciences and Resources' Committee on Geological and Geotechnical Engineering (COGGE). The study includes a workshop on data gathering, vetting of field and laboratory data, and new developments in the assessment of earthquake induced soil liquefaction. The final report will assess the state-of-the-art and practice for liquefaction analyses and will address future directions for research and practice. By Presidential Executive Order 12832 (January 19, 1993), the National Research Council has been provided the authority to conduct such studies and advise governmental agencies on a sole-source basis. As a result, COGGE has assembled a number of sponsoring agencies, Federal and private, to support both the financial and technical aspects of this study. It is therefore in the FHWA's interest to support the COGGE study, which will allow us to benefit from the results and update guidance provided to the owners, operators, and their engineering consultants who design and evaluate highway bridges and other structures. The proposed action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $30,000; the anticipated award date is in March, 2014.
