- Pre-Solicitation Notice Reference No. "PRE-SB1341-14-RP-0005" NIST- Establishment of a Federally Funded Research and Development Center in Support of the National Cybersecurity Center of Excellence THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice is a synopsis of a forthcoming requirement. This is NOT a solicitation. Related Notices Previously Posted to Federal Business Opportunities (FBO) webpage: NCCoE_FFRDC-FRN_1 NCCoE_FFRDC-FRN_2 NCCoE_FFRDC-FRN_3 NCCoE_FFRDC-FRN_4 NIST_NCCoE_FFRDC_Industry_Day DRAFT_SB1341-14-RP-0005 The National Institute of Standards and Technology (NIST), National Cybersecurity Center of Excellence (NCCoE) has the need to establish a Federally Funded Research and Development Center (FFRDC) to support its mission and intends to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the operation, management and administration of the FFRDC. The FFRDC will provide scientific and engineering support needed to carry out the research and engineering agenda set by NIST. This will include engaging in, assisting, and contributing to the support of scientific activities and projects for developing practical cybersecurity solutions composed from commercial components; and performing and engaging in research, engineering, and technology transfer/integration services for trustworthy information systems to the U.S. Government. The FFRDC will address an urgent national requirement that scientific and engineering talent be rapidly assembled and put to work to enhance the trustworthiness of our nation's government and private sector information systems. The confidentiality, integrity, and assured service shortcomings of these information systems pose a serious risk to national security, public safety and economic prosperity. Widespread adoption of components and systems designed to address threats to our information technologies is inhibited by shortcomings in usability, affordability, and performance impacts. The FFRDC will enhance the NCCoE's ability to address these shortcomings. The awardee will be responsible for the operation, management and administration of the resultant FFRDC. FAR 35.017(a)(3) states that FFRDC's are operated, managed, and/or administered by either a university or consortium of universities, other not-for-profit or nonprofit organization, or an industrial firm, as an autonomous organization or as an identifiable separate operating unit of a parent organization. NIST anticipates that this procurement will be competed under full and open competition under the provisions of FAR 35.017(a)(3) detailed above. The primary standard classification NAICS code is 541712- Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). NIST intends on using FAR Part 15 Contracting by Negotiation to award a single IDIQ contract. The anticipated maximum amount of the IDIQ contract is $2.0 Billion, over the entire life of the contract, base and option periods included. The anticipated period of performance of the IDIQ contract is a base period of five years, followed by four separate option periods of five years each, for a maximum total of 25 years. NIST anticipates posting the official Request for Proposals (RFP) on or approximately sixteen (16) days after the date of publication of this notice (or as soon as possible thereafter) on the FBO webpage. The official RFP, when released, will be released under the FBO Reference Number "SB1341-14-RP-0005." Potential Offerors will be responsible for obtaining this solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. The Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to keith.bubar@nist.gov, and must follow the instructions provided in the official RFP for communications to NIST.
