- This is a Sources Sought notice. This is NOT a solicitation, request for proposals (RFP), proposal abstracts, nor a request for quotations (RFQ). The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) other than small businesses (large businesses, education institutions, non-profits, etc.); (2) small businesses sources; (3) HubZone small businesses; (4) service-disabled small businesses; (5) veteran-owned small businesses; (6) 8(a) small businesses; (7) veteran-owned small businesses; (8) woman-owned small businesses; (9) small disadvantaged businesses; and (10) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 541611 - ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES and the associated small business size standard is $14,000,000,00 dollars. PROJECT BACKGROUND The Office of Clinical Research provides expertise to NINDS and investigators in the conception, design, and implementation of clinical research. OCR staff advises the Institute on clinical research methodology, research ethics, safety monitoring, clinical research budgets, clinical research data sharing, clinical trial reporting, and gender and minority tracking. In addition, OCR staff direct portfolios in specific neurological and clinical research areas including: a) development of clinical interventions for neurological disorders and stroke, b) comparing the effectiveness of interventions for neurological disorders and stroke, c) epidemiological studies of neurological disorders, d) translation of preclinical discoveries to clinical research (T1) and clinical practice (T2), and e) innovation in clinical research methodology and protection of human subjects. PROJECT DESCRIPTION The vendor will support the management of a small portfolio of grants focused on statistical methodology, interact with investigators to give them scientific information on our strategy with regards to statistical methods for trials as they prepare grant applications, and advise other OCR staff concerning biostatistical methodology. This is of particular importance as we anticipate a larger number of projects with adaptive designs or interim analyses. Participation in Data and Safety Monitoring Meetings as needed, seminars and give presentations with feedback on questions of statistical methods. Attendance to workshops of various research groups to advise on statistical design issues. CONTRACTORS REQUIREMENT Prepares and reviews statistical analysis plans, provides detailed specifications for analysis files, consistency checks, tables, and figures; communicates with staff and investigators regarding statistical analysis issues. Interprets analyses and writes statistical sections of study reports. Requires a Ph.D. and 5-10 years of experience in clinical trials. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Period of Performance - 12 months CAPABILITY STATEMENT /INFORMATION SOUGHT Respondents must provide, as part of their responses, clear and convincing documentation of their capacility of providing the item(s) specified in this notice that meet the salient physical, functional, or performance characteristic of the item specified herein. The response should include the product or catalog number(s); product descrption; estimated price; estimated shipping or handling costs; l and any other information or factors as applicable may be considered such as, past performance; special features of the supply or service required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; environmental and energy efficiency considerations; and delivery terms. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All responses to this sources sought notice must be submitted electronically (via email) to Andrea McGee, Contract Specialist @ andrea.mcgee@nih.gov. on or before February 25, 12:00 p.m. eastern time. Facsimile responses will be accepted at 301-480-1358. The response must in in Microsoft Word, Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. CONCLUDING STATEMENTS Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
