- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire support services, in accordance with Section 4202 of the Clinger-Cohen Act of 1996 “ a sole source acquisition under the authority of the Test Program for Certain Commercial Items as implemented by FAR 13.501(a) (1). The proposed acquisition will consist of additional contractor support services for the Center for Information Dominance (CID) ™s Credentialing Opportunities On-Line (COOL) Program. A firm fixed price sole source modification to current purchase order N00189-10-P-Z284 with Solutions for Information Design (SOLID), LLC of Burke, VA is anticipated to satisfy this requirement. The additional support will consist of updating existing Navy COOL website coding functionality, which will improve client-side interactivity and functionality for Navy COOL users on any type of device. This package includes implementing DataTables, converting the site to HTML5 and CSS3, and adding custom printing functionality. Also, coding will be updated to allow for all Learning and Development Roadmap (LaDR) document content to be populated in the COOL database and document templates to be created that can be used to automatically generate the LaDR documents as Microsoft Word files. Coding will include a web-based access that Navy Education and Training Command (NETC) and other authorized personnel can use to add, edit and validate LaDR document content and to generate updated LaDR documents as needed. In addition to the above Navy COOL enhancements, a requirement to develop a United States Marine Corps (USMC) COOL website will also be part of the subject modification. This USMC collaboration with the Navy will leverage existing Navy COOL data and web architecture resulting in a similar website to the Navy COOL website. It will be developed, branded, and marketed as USMC COOL for the use and benefit of USMC personnel. Both Navy and USMC COOL will share a joint "landing page" where the user (Navy or USMC) can review general Department of Navy (DoN) credentialing policies and information common to both services. From there, a Navy or Marine individual would proceed to either the Navy or USMC COOL website. This is a supplemental requirement within the scope of work currently being performed by SOLID under purchase order N00189-10-P-Z284. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 as well as the Test Program for Certain Commercial Items as implemented by FAR 13.501(a)(1). The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
