- The IRS awarded a logical follow on task order via GSA Schedule to DLT Solutions, LLC 13861 Sunrise Valley Dr, Ste 400, Herndon, VA 20171 for the completion of the migration of IRS sites from SharePoint 2003 and 2007 to SharePoint on 2/20/2014 for a total of $90,000.00. This award was made in accordance with FAR 8.405(a)(1)(i)(C) as this work is a logical follow-on to an original Federal Supply Schedule order. The original order was not previously issued under sole-source or limited sources procedures. The RFQ was posted on GSA's eBuy system. The completion of the migration of SharePoint 2003 and 2007 sites to SharePoint 2010 is a logical follow on to DLT Solutions. DLT Solutions was the awardee of TIRNO12K00553: the award that created the transition plan and started the migration from SharePoint 2003 & 2007 to SharePoint 2010. The migration could not be completed via TIRNO12K00553 due to unknown security/technical issues located within the 2003 and 2007 files. The solicitation package, which resulted in the award of TIRNO12K00553, was posted on GSA's eBuy system for competition amongst GSA Schedule 70 holders whom provide Quest services. DLT Solutions has the knowledge in which to complete this project as it was the awardee and created the created the strategy for the transition and has the inherent knowledge and expertise on how to complete the transition. If another vendor was brought on, the vendor's employees would have to undergo and successfully complete the IRS's MBI process, which at a minimum typically takes one month. IT Information Services is now sending out email to all IRS employees stating that IT will decommission and retire SharePoint 2003 and 2007 infrastructure in March 2014. In fact, on February 10, 2014, SharePoint 2003 and 2007 sites are no longer accessible to IRS employees. Therefore, it is critical that a month's time not be lost in the MBI process of a new vendor. The period of performance is 2/20/2014 - 8/19/2014. This is not a Request for Proposals.
