- The U.S. Army Corps of Engineers (USACE) intends to award a sole source contract to Informa Ecconomics, Inc. for a period of one year with two one-year options. This will be a firm fixed price contract to provide an Agricultural Transportation Forecast Service subscription. The contractor's requirement is to provide a subscription for Transportation Research Monthly Outlook, Long-Term Forecast Outlook, and Reports. The Transportation Research Monthly Outlook includes short-term (one-year) detailed forecast reports for domestic and export barge and rail movements of wheat, feed grains and soybeans, to be provided via electronic mail with the understanding that such reports may then be shared with Corps of Engineers' Headquarters, Division and District analysts who have a need for grain transportation information. The Long-Term Forecast Outlook includes a Semi-annual long-term (five-year) forecast reports for exports of wheat, feed grains and soybeans, by coastal reach (Atlantic, Center Gulf, Texas Gulf, Pacific Northwest, and Great Lakes), to be provided via electronic mail with the understanding that such reports may then be shared with Corps of Engineers' Headquarters, Division and District analysts who have a need for grain transportation information. Reports include monthly and weekly reports on production for corn, wheat and soybeans and for the transportation outlook. In addition, the contractor will also offer participation in the Transportation Roundtable Series. The Institute for Water Resources will obtain participation in the Informa Economics, Inc. Transportation Roundtable Series. The Transportation Roundtable brings together a cross-section of transportation and logistical information professionals in areas of production, consumption, supply and demand issues; policy; modal developments for barge, rail, intermodal, dry bulk and container ocean movements; and infrastructural issues. The Roundtable is structured through the format of three workshops per year. Participation in the Transportation and Logistics Roundtable Series including attending three consecutive Roundtable meetings and copies of all presentations and proceedings; and attendance by up to three professionals from the Corps' Institute for Water Resources This is a Notice of Intent to sole source for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, as supplemented with additional information included in the notice 6.302-1 Only one reasonable source available, and no other supplies or services will satisfy agency requirements. However, all responsible sources may submit a capability statement and/or a proposal, which shall be considered by the agency, within 15 days from the date of publication of this announcement. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. NO RFP will be issued based upon this Notice of Intent. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a firm-fixed price contract to Informa Economics, Inc..
