Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Thermo Electron North America, LLC, A firm-fixed-price Purchase Order for a Modular Autosampler and an Ultra-High Pressure Dual Pump Liquid Chromatograph (UHPLC). The EPA?s Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply and Water Resources Division (WSWRD), at AWBERC, 26 West Martin Luther King Dr., Cincinnati, OH 45268 requires that the instruments listed below must be able to integrate with existing instrumentation that is controlled by proprietary software of Thermo Electron, North America to ensure consistency among research projects vital to NRMRL?s mission. The EPA has identified Thermo Electron North America, LLC as the only contractor able to meet the requirements of this procurement. The nature of the acquisition requires a contractor that possesses the unique capabilities to supply a Modular Autosampler and Ultra-High Pressure Dual Pump Liquid Chromatograph (UHPLC) that is compatible with the EPA?s current Thermo Accela Ultra-High Pressure Liquid Chromatograph and High Resolution Accurate Mass Orbitrap Mass Spectrometer. The existing system is controlled by proprietary software that is uniquely capable for controlling the final integrated instrumentation. Instrumentation and required software is proprietary to a single manufacturer and cannot be supplied by any other manufacturer. The two instruments being procured must be able to perform analysis on a multitude of sample matrices and deliver measureable results compliant with the needs for the research performed by WSWRD. These unique capabilities are essential for contract performance because they allow WSWRD to continue support on research essential to the WSWRD mission. A market survey revealed that this assemblage of instrumentation cannot be gotten through another manufacturer due to the proprietary integration of the Autosampler and UHPLC Dual Pump system with the current instrumentation it will compliment. Thermo Electron North America, LLC is the only source for the purchase of a Modular Autosampler and an Ultra-High Pressure Dual Pump Liquid Chromatograph (UHPLC) that is compatible with a Thermo Accela Ultra-High Pressure Liquid Chromatograph and High Resolution Accurate Mass Orbitrap Mass Spectrometer. WSWRD is in need of this equipment for performing in-house research requiring analysis of analytes at environmentally-relevant concentrations. A wide range of sample matrices are expected to be analyzed, including suspended particulate material, aqueous phase samples and wastewater sludges. This unit is expected to fully automate sample preparation through on-line solid-phase extraction, sample preparation and the flexibility for future upgrades (modular design). The instrument will considerably shorten the preparation time and minimize the number man-hours currently required. Samples are to be analyzed for a wide range of organic compounds requiring multiple extraction me thodologies, most of which are quite cumbersome to perform. This unit will supplement the current facility abilities to perform analytical support to the division and other U.S. EPA entities. Several example research projects requiring the use of such equipment include drinking/wastewater field study analysis of organic compounds including pesticides, herbicides, pharmaceuticals, endocrine disrupting compounds, algaltoxins and other contaminants of emerging concern. The division has committed resources in the study of wastewater, wastewater sludge and sediment research focusing on these target analytes and expect to expand these in the future. This instrumentation is to be utilized to satisfy project tasks covered under the Path Forward Initiative (RAP SSWR 5.2c) requiring task output material. In accordance to our particular needs, the following unit specifications will be required to successfully and satisfactory meet our institutional requirements: 1.One Modular Autosampler: i.Modular design to allow flexibility and future upgradability; ii.Capable of large-volume injections up to a minimum 20 mL; iii.Capable of multiple sampling from a single vial into a injection loop; iv.Capable of injecting standard non-preconcentrated samples or incorporate an integrated solid-phase extraction preconcentration column with the same autosampler without changing any plumbing connections; v.Capable to injection volumes between 0.001-20 mL; vi.Temperature controlled sample storage compartment; vii.Capable of automated injection into multiple injection ports; viii.At least three integrated switching values; ix.At least one switching values must be compatible with pressures exceeding 12500 psi; x.Ability to pre-inject sample into preparatory on-line Solid-Phase Extraction column prior to the completion of the analytical measurement. 2.One Ultra-High Pressure Liquid Chromatograph System: i.Ultra-High Pressure Quaternary Pump 1.Pressures up to 15000 psi; 2.Flow rates adjustable between 0.001?8 mL/min; 3.Solvent degasser; 4.Solvent mixing to up to 4 separate mobile phases. ii.One High Performance Quaternary Pump: 1.Pressures up to 9000 psi; 2.4-channel solvent degasser; 3.Solvent mixing for up to 4 separate mobile phases; 4.Flow rates adjustable between 0.001 ? 10 mL/min. iii.One Temperature-controlled Column Compartment: 1.Operate at a range of temperatures between 5oC to 110 oC; 2.Operate at pressures up to 15,000 psi; 3.Post-column cooling; 4.Accommodate at least to 10 columns. 3.Full integration with Thermo Accela Ultra-High Pressure Liquid Chromatograph and High Resolution Accurate Mass Orbitrap Mass Spectrometer; 4.Technical support for installation; 5.Include a minimum 1 year manufacturer warranty; 6.Ability to integrate and full-function control with Thermo XCalibur Software. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed-price purchase order. Interested firms may identify their interest and capability to respond to the requirement. EPA anticipates awarding the resultant order March 13, 2014. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
