Description
I. INTRODUCTION/PURPOSE The Library of Congress (LOC) is issuing this combined Sources Sought - Request for Information (hereafter RFI) to solicit Industry capability and input for a Planning Performance Management System (PPMS). The goal of the PPMS is to institute a formal and structured process that infuses accountability, timeliness, and quality in tracking continuous improvement, and monitoring daily operational activities that align with OSO goals and objectives. In addition, the PPMS will showcase successful results, anticipate risks, and provide early identification of potential issues and challenges. The PPMS will enable OSO to: • Align daily activities with established operational objectives. • Identify critical issues and challenges that affect the success of the service unit. • Measure progress of goals, objectives and strategies. • Track measurements using an interactive scorecard, strategy maps and automated workflows. • Prepare timely reports for measurements. OSO would like to improve its understanding of market capability and identify qualified vendors with systems that will significantly improve the planning and performance process. OSO is also interested in identifying best practices and options for describing and procuring required PPMS services. All interested and qualified businesses are encouraged to respond to this notice in accordance with the instructions addressed herein. II. BACKGROUND AND OBJECTIVES OSO is the Library's lead support organization partnering with its customers to provide support operations that enable the Library to fulfill its mission. OSO accomplishes this by providing essential infrastructure services and overseeing statutory and regulatory compliance in the areas of human capital, administration, facilities, asset management and protection, personnel security, and safety. OSO is undertaking efforts to improve service unit wide planning, execution, and monitoring of activities for the consistent achievement of its mission and vision. Automating this important process will enable OSO to better plan, measure outcomes, and analyze results. The PPMS is intended to be a formal, interactive application that assists users through a structured and deliberate process with an emphasis on standardization, consistency, thorough content and timeliness. The PPMS will provide methodologies for managerial oversight, file sharing, reporting, and contain components to track planning and program management tools with key focus on OSO performance metrics. We are interested in the following features for the PPMS: • Customizable web-based and collaborative tool with secure environment; • Interactive strategy map with multiple dashboards and cascading goals; • Measure and strategic objective maintenance; • Personalized measure dashboards with key performance indicators to support multiple program units with their own dashboards; • Milestone tracking and trend analysis; • Built-in reporting engine; • Security and auditing; • Automated workflows; • Alert notification, validation and auditing; • Import and export data from other systems in a secure "data warehouse" environment; and, • Ability to attached backup documentation. III. INDUSTRY RESPONSE a. COVER LETTER (1 page) The cover letter must clearly identify the following information: 1. Company's Name 2. Company's Address 3. DUNS Number 4. Point of Contact(s) (Name, title, email, and phone number) 5. Identify your business size and business category (i.e. small disadvantaged, 8(a) certified, etc. b. CONTRACTOR'S CAPABILITY STATEMENT (5 pages) In order for OSO to improve its understanding of market capability and identify qualified vendors, the Contractor response must, through narrative description, identify their firm's capabilities to meet the requirements identified in the conceptual areas discussed in Section II, and describe what experience you have in providing similar and/or same services to other Federal Agencies. When identifying current or past experience, please identify the following: 1. Name of Agency 2. Point of Contact (name, title, phone and email) 3. Contract/Task Order Number 4. Contract Type: 5. Period of Performance 6. Total Contract Dollar/Value 7. Scope of the Contract/Task Order 8. Brief Description of the Work completed within the Scope of the Contract/Task Order c. WHITE PAPER (10 Pages) The PPMS process identified is provided as a point of departure for further input and refinement. OSO is interested in hearing industry ideas on how to efficiently and effectively structure the PPMS and its components. Vendors are encouraged to comment on any and all of the PPMS concept. The Contractor may also provide recommendations on such items as a) cloud versus server based software, b) whether some requirements should be competed separately based on industry capability, and c) recommended structuring for the Statement of Work. The White Paper shall not exceed ten (10) pages in length. IV. SUBMISSION OF INFORMATION The information request in support of the Capabilities Statement and White Paper must be submitted in writing. The submitted Capabilities Statement shall not exceed five (5) pages, and the White Paper shall not exceed ten (10) pages, in addition to a one (1) page cover letter, for a total submission not to exceed 16 pages. Your submission should be organized in accordance with the instructions in this document in order to permit a thorough and accurate review and evaluation by the OSO. All questions regarding this RFI must be submitted via electronic mail to April N. Martin by March 5, 2014. Responses to this RFI must be submitted electronic mail to April N. Martin by March 13, 2014. Responses not received by the closing date and time may not be considered or evaluated by the OSO. Important Note: The contractor is not required to answer or comment on all content contained in this RFI in order to respond to this notice. Interested vendors are encouraged to share as many ideas and suggestions to all or some of the topics presented herein. V. OTHER This RFI is issued for information and planning purposes only and does not constitute a solicitation. There is no solicitation document presently available. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Responders are solely responsible for all expenses associated with responding to this announcement.
