Description

Justification & Approval Sole Source Veria This is a Notice of Intent to issue a contract to Veria/Aisa TV USA, LTD, 250 W 34th Street, Ste 3501, New York, NY 10119-3601 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10U.S.C. 2304(c)(1). The proposed procurement is for television programming broadcast rights for the American Forces Network - Broadcast Center (AFN-BC) to reproduce and distribute television programming to DoD personnel, DoD civilian employees and their families overseas. See the line item descriptions below and the attached detailed Statement of Work and the Sole Source Justification and Approval. a. DESCRIPTION: CLIN 0001 (Base Period): Television Programing - FFP The contractor shall provide administrative effort required to broadcast rights of Veria/Aisa TV USA, LTD programming for the American Forces Network Broadcast Center to reproduce and distribute television programming, and provide AFN-BC digital file transfers, satellite feeds, or hard media copies of authorized programs produced by Veria/Aisa TV USA, LTD. AFN will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. License Period: May 1, 2014 through April 30, 2015 Total 0001 $___________ CLIN 0002 (Option Year 1): Television Programming - FFP The contractor shall provide administrative effort required to broadcast rights of Veria/Aisa TV USA, LTD programming for the American Forces Network Broadcast Center to reproduce and distribute television programming, and provide AFN-BC digital file transfers, satellite feeds, or hard media copies of authorized programs produced by Veria/Aisa TV USA, LTD. License Period: May 1, 2018 through April 30, 2019 Total 0005 $___________ Grand Total (CLINs 0001 - 0005) $__________ This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date. This notice of intent is not a request for competitive proposals; however the Government will consider all proposals received by the closing date specified in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
