Description
1. Introduction This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes. The RFI does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested contractor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The VA, Office of Information and Technology (OIT) has a continued need for an Enterprise Satellite Communication (SatCom) infrastructure that includes portable satellite systems that support VA's continuity of operations for data, voice, and video communications throughout the enterprise. As OIT moves to integrated regional and national data processing centers, it becomes even more critical that the Veteran Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA) implement comprehensive contingent communications networks in support of consolidated operations. One priority for VA is to transition the Enterprise SatCom infrastructure no later than November 30, 2014. In support of this effort, VA is conducting market research to further refine requirements and establish the best acquisition approach. Please note that requirements defined to date will likely change before a final request for proposals is released. 2. Responses Requested Please review the attached Performance Work Statement (PWS), titled "Enterprise Satellite Communications," dated February 19, 2014 and provide feedback to the below questions. 2.1 The North American Industry Classification System (NAICS) code considered is 517410, Satellite Communications. Please indicate your business size standard and comment on the appropriate use of this code. You may recommend another code if you deem it more appropriate. Please provide your rationale. 2.2 Identify any risks in meeting the requirements of the PWS. 2.3 Provide information on standard industry practices with respect to emergency responses identified in PWS section 5.3.4. 2.4 VA is interested in your comments on PWS section 5.4.4.7 as it pertains to our requirements and commercial availability to meet them. 2.5 Does your company currently have a Government-Wide Acquisition Contract that is appropriate for this effort? If so, please identify. 2.6 Does your company have a General Services Administration schedule contract that is appropriate for this effort? If so, please identify. 2.7 Based on your experience which best value source selection procedure is more appropriate: Lowest Price Technically Acceptable or Full Trade. 2.8 Can industry provide a firm-fixed-price for maintenance of the existing 138 VSAT units which includes full replacement of VSAT units with comparable units that may break and are not repairable throughout the entire period of performance? Submit responses and related information via email to the below email addresses by 11:00 A.M. Central Standard time, March 12, 2014. Volume 2: Provide your company business size status, your registration information in the System for Award Management (SAM) and a short summary of your company's capabilities to meet the requirements identified in the PWS. All proprietary/company confidential material must be clearly marked on every page that contains such. Responses should also include the name, phone number, and email address of the primary point of contact from your organization. VA reserves the right to not respond to any or all emails or materials submitted. Additional Note: The PWS references three attachments. Below is a brief description of the attachments. The attachments are in draft status and may change. Attachment 1: This attachment is currently being developed and is not included in the RFI at this time. It includes the location and points of contact for all VSAT units. Attachment 2: This attachment lists the VSAT inventory. Attachment 3: This attachment is lists the accreditation requirements.
